The Syrian Arab Red Crescent (SARC) and humanitarian partners delivered 46 truckloads of food relief aid for 27,500 people and health items for more than 70,000 people inside Duma in eastern Ghouta.

The convoy included aid from the International Committee of the Red Cross (ICRC), the United Nations, and SARC. The truckloads included food baskets, flour, medical supplies, a kidney treatment facility, baby milk and nutritional foods.

The Syrian Arab Red Crescent included a mobile clinic to support SARC’s medical facilities functioning in Duma, and to provide rapid primary healthcare to children and vulnerable people.

Eng. Khaled Hboubati, SARC’s President said: “SARC volunteers and staff stand ready 24/7 to deliver humanitarian support to all people in need in Syria”. He added, “this convoy to Duma/Eastern Ghouta is the first one as approved by the humanitarian aid monthly plan of the Syrian High Relief Committee”.

Europe: Denmark has suspended all rail links with Germany & closed a motorway, due to asylum seekers – Published 10 Sept 2015 1414z (GMT/UTC)

Denmark has suspended all rail links with Germany after police stopped hundreds of migrants at the border. Danish police also closed a motorway between the two countries when some asylum seekers began walking north after being forced off a train. They say their destination is Sweden.

As the EU struggles with a major migrant crisis, the European Commission has proposed that 120,000 additional asylum seekers should be shared out between members, using binding quotas.

Denmark’s DSB rail operator said trains to and from Germany had been suspended for an indefinite period because of exceptional passport checks.

Two trains carrying more than 200 migrants are being held in Rodby, a major port with ferry links to Germany. Danish police say many migrants are refusing to leave the trains because they do not want to be registered in Denmark.

Police also closed part of the E45 motorway – the main road link between Germany and Denmark – after about 300 migrants left another train and set off on foot towards Sweden near the border town of Padborg.

Sweden has become a top destination for refugees after it promised to issue residency papers to all Syrian asylum seekers. Denmark’s new centre-right government has promised to get tough on immigration.

Since its election in June it has slashed benefits for new arrivals and restricted the right to residency. About 3,000 migrants have entered the country since the weekend. Prime Minister Lars Lokke-Rasmussen said Denmark was under pressure as asylum seekers arrive on their way to Sweden.

“This clearly shows that what we are facing right now is not only a refugee problem, it is also a migration problem,” he said. A surge of migrants fleeing conflict and hardship in Africa and the Middle East has pushed north through Europe over the past few weeks.

Many of those escaping the civil war in Syria have travelled from Turkey across the sea to Greece, through Macedonia and Serbia, and then to Hungary from where they aim to reach northern Europe.

On Wednesday European Commission President Jean-Claude Juncker announced plans for a “swift, determined and comprehensive” response through a quota system.

In a “state of the union” annual address, he said tackling the crisis was “a matter of humanity and human dignity”. “It’s 160,000 refugees in total that Europeans have to take into their arms and I really hope that this time everyone will be on board,” Mr Juncker told the European Parliament. The new plans would relocate 60% of those now in Italy, Greece and Hungary to Germany, France and Spain.

The numbers allocated to each country would depend on GDP, population, unemployment rate and asylum applications already processed. Countries refusing to take in migrants could face financial penalties.

Thousands of Syrian refugees are facing freezing temperatures and difficult weather conditions as snowstorms have hit areas where they’ve set up camps.

Families have been fleeing their homes in Syria because of fighting between the President Bashar al-Assad’s forces and rebel groups who want him out.

Many of them set up makeshift homes near the border with Lebanon. Over the past week the weather has become harsh with temperatures dropping so low icicles have formed on the huts.

United Nations voices concern for refugees caught in winter storm in Lebanon

It is called Alexa a storm sweeping across Syria and Lebanon bringing in high winds and freezing temperatures. It is the start of what is predicted to be the worst winter for many years.

The United Nations said it is “extremely concerned” for the plight of the 2.2 million refugees living outside Syria and the millions more displaced inside the country.

In Lebanon humanitarian groups are struggling to meet overwhelming needs.

Syrian refugee Jined Al-Hussein explained his plight. “It is cold in the rain and we have nothing. Hunger and cold weather and there is nothing. I have been here for a week.”

Abdel-Karim Alibrahim is from Aleppo and such are the conditions he says he would prefer to return there.

“The tents blew about letting the rain and snow come in on the little children. We would have preferred to stay in Syria with the shelling.”

The United Nations High Commissioner for Refugees is prioritising aid to refugees at high altitude where the snow is at its worst and said as long as people are in tents there is only so much they can do.

Syria generally refers to rebels fighting to topple the leader as terrorists.

Former Iranian president Akbar Hashemi Rafsanjani told the semi-official Iranian Labour News Agency that Syrians were the target of chemical attacks by their own government and now they must also wait for an attack by foreigners.

Syrias Deputy Foreign Minister Faisal Muqdad told reporters Mr Obama had grown hesitant and confused after he postponed the action until after the vote.

The Syrian main opposition bloc said it was disappointed with Mr Obamas decision to wait for Congress but said it believed lawmakers would approve a strike.

Earlier William Hague ruled out a second vote on British military involvement in Syria.

He told Skys Murnaghan programme that Parliament has spoken and that it would be unrealistic to try once more to persuade MPs to support military force.

He also branded the Labour party opportunistic and said its MPs had some hard thinking to do after the stance they took in Thursdays vote.

Pope Francis has condemned the use of chemical weapons and announced he would lead a worldwide day of fasting and prayer for peace in Syria on September 7.

The call for military action against Syria intensified after foreign-backed opposition forces accused the government of President Assad of launching a chemical attack on militant strongholds in the suburbs of Damascus on August 21 and killing hundreds.

Syrian opposition coalition has called on the US Congress to support military intervention in Syria.

The Syrian National Coalition said on Sunday that any attack against the government of President Bashar al-Assad must also include a transfer of more weapons to foreign-backed militants fighting there.

Any possible military action should be carried out in conjunction with an effort to arm the Free Syrian Army, the foreign-backed bloc said in a statement.

It added that an increase in arms supply is key to restraining Assad and ending the ongoing bloodshed.

On August 31, US President Barack Obama said he has decided to launch military strike against Syria, adding that he would seek authorization for military action from Congress after lawmakers return from recess on September 9.

Syria opposition coalition also stated that it was disappointed with Obamas decision to seek Congress approval for an attack on Syria.

The bloc further said that it would seek more support from other countries, including Turkey, in an attack against Syria.

Meanwhile, Assad said on Sunday that his country is capable of confronting any foreign aggression.

Press TV claims Saudi Prince Bandar behind chemical attack in Syria

Syrians in the Damascus suburb of Ghouta say Saudi Arabia provided chemical weapons for an al-Qaeda linked terrorist group which they blame for the August 21 chemical attack in the region, a Mint Press News report says.


The article co-authored by a veteran AP reporter, said interviews with doctors, residents, anti-government forces and their families in Ghouta suggest the terrorists in question received chemical weapons via Saudi spymaster Saudi Arabias intelligence chief Prince Bandar bin Sultan Al Saud.

The report quoted the father of a militant as saying that his son and 12 others were killed inside a tunnel used to store weapons supplied by a Saudi militant leader, known as Abu Ayesha.

The man described the weapons as having a tube-like structure while others were like a huge gas bottle.

Anti-government forces, interviewed in the article, complained they were not informed of the nature of the weapons they had been given, nor did they receive instructions how to use them.

When Saudi Prince Bandar gives such weapons to people, he must give them to those who know how to handle and use them, said one militant.

Another militant accused the Takfiri militants of the al-Qaeda-linked al-Nusra Front of refusing to cooperate with other insurgents or sharing secret information. They merely used some ordinary rebels to carry and operate this material, he said.

John Kerry, the US Secretary of State, has said his government had obtained evidence that sarin gas was used in an attack in Syria last month that the US claims killed 1,400 people.

Hair and blood samples provided to the US from first responders on the scene of last months attack in Damascus have tested positivefor signatures of sarin, Kerry told US NBC and CNN televisions on Sunday.

Kerry said the case is building for a military attack against the government. However, the evidence has yet to be presented to the public.

The Syrian regime is known to have stockpiles of sarin, a deadly nerve agent, although the regime has claimed that rebels have used the substance in attacks.

The statement came a day after Obama stepped back from his threat to launchan attack unilaterally, instead saying he would consult the US Congress before any such action.

British MPs have voted to reject possible military action against the Assad regime in Syria to deter the use of chemical weapons.

A government motion was defeated 285 to 272, a majority of 13 votes.

But in an unexpected turn of events MPs also rejected the governments motion in support of military action in Syria if it was supported by evidence from United Nations weapons inspectors, who are investigating claims President Bashar al-Assads regime had used chemical weapons against civilians. The International Red Cross and Red Crescent Movement deplores the death of Wassim Mouselli and Yousef Al Kens both of whom were working at the Syrian Arab Red Crescent’s branch of Homs.

Wassim and Yousef died on the 27th of August as a result of a mortar shell that landed in front of the Syrian Arab Red Crescent’s branch in Homs. A number of civilians among which children were also killed in this tragic incident.

With the death of Wassim and Yousef, the total number of  Syrian Arab Red Crescent volunteers who have lost their lives since the beginning of this conflict has risen to 22 , all of them killed while carrying out their humanitarian duties. While both Wassim and Yousef were not deliberately targeted, other volunteers have been deliberately targeted in the past in spite of their clear affiliation with the movement.

The Syrian Arab Red Crescent, the International Committee of the Red Cross (ICRC) and the International Federation of Red Cross and Red Crescent Societies (IFRC) together call for the immediate protection of staff and volunteers from the Syrian Arab Red Crescent and all other personnel of the Movement risking their lives on a daily basis to provide life saving assistance. It is imperative that they be given the space necessary to operate and carry out their humanitarian mandate.

“The US defence secretary says his country is “ready to go” if President Barack Obama orders action in Syria, as the UK recalls Parliament over the crisis.

Britain’s Armed Forces are drawing up plans for a potential military intervention in response to an alleged toxic gas attack in Damascus, which is believed to have killed hundreds of civilians.

Rebels in Syria have also handed Western powers a list of suggested targets for a strike, according to a Reuters source.

US defence secretary Chuck Hagel said Mr Obama asked the Pentagon to give him “all options for all contingencies”.

“We are prepared. We have moved assets in place to be able to fulfil and comply with whatever option the president wishes to take,” Mr Hagel told the BBC.

US secretary of state John Kerry said there was “undeniable” evidence of a large-scale chemical attack, with intelligence strongly pointing to President Bashar Assad’s government.

And he said the regime would be held accountable.

France’s President Francois Hollande said his country was prepared to “punish” those who gassed innocent people last Wednesday and it seemed certain that forces loyal to Mr Assad were behind the attack.

Prime Minister David Cameron, who is back in London after cutting short his family holiday, says a clear motion on the crisis will be put before MPs on Thursday.

Foreign Secretary William Hague has declined to rule out action, such as targeted air strikes, being launched within days.

But Mr Cameron – who is holding a National Security Council (NSC) meeting on Wednesday – is under pressure to be able to legally justify any intervention.

A build-up of military aircraft at Britain’s base on Cyprus, RAF Akrotiri, suggested that planning had reached a developed stage.

Sky’s Foreign Affairs Editor Tim Marshall said any potential action “would be a punch on the nose for the Assad regime. I don’t think the US is ready for Assad to go because they are frightened of who would take his place.”

But Syria insists it will not submit quietly to an attack.

“We have two options: either to surrender, or to defend ourselves with the means at our disposal,” said Syrian foreign minister Walid Muallem.

“The second choice is the best: we will defend ourselves.”

Mr Muallem also claims Tuesday’s UN inspections of alleged chemical attack sites had to be scrapped because of disputes between rebels.

The UN inspections will take place on Wednesday instead, Mr Muallem said.

Syria denies using the chemical weapons and Russia – which supplies arms to Syria and is the regime’s most powerful ally – has backed claims that video footage of victims could be opposition propaganda.

“I challenge those who accuse our forces of using these weapons to come forward with the evidence,” Mr Muallem said.

The Arab League has accused the Syrian regime of carrying out the suspected gas attack and Saudi Arabia has called for “firm and serious” action against the state.

The US postponed a Syrian crisis meeting with Russia that was scheduled for this week because of America’s ongoing review of the attack.

And deputy prime minister Dmitry Rogozin claimed western countries are behaving in the Islamic world like a “monkey with a grenade”.

Russia’s emergencies ministry has told Sky News that it is sending a plane to Syria today to take in humanitarian aid and is planning to bring around 150 of its citizens out.

It is unclear whether Obama would seek authority from the UN or Congress before using force. But it is likely Russia and China would block US efforts to authorise action through the UN Security Council.

Meanwhile, wary investors have exited world markets because of the talk of potential military intervention.

“PARIS — French President Francois Hollande said Tuesday that his country is prepared to take action against those responsible for gassing people in Syria.

“France is ready to punish those who took the heinous decision to gas innocents” in Syria last week, Hollande said at a conference with France’s ambassadors. He did not elaborate.

“I have decided to increase our military support to the National Syrian Coalition,” the main Syrian opposition group in exile, he also said.

France, one of Europe’s biggest military powers, has not specified what preparation it is taking for any possible international action against Syrian President Bashar Assad’s regime.

But on Monday Hollande said time is running out for the Syrian regime and airstrikes are a possibility. “Everything will come into play this week,” he told Le Parisien newspaper. “There are several options on the table, ranging from strengthening international sanctions to airstrikes to arming the rebels.

“In violence-stricken areas, the breakdown of essential services is adding to the woes of hundreds of thousands of people.

“This is not a life worth living,” said Bilal, a resident of Rural Damascus. “Together with dozens of other families, we’re crowded into an unfinished building shell without electricity or water. Even if the shelling around us were to stop, there would still be the heat, the flies buzzing over our heads and the stench of the garbage outside.”

Areas plagued by heavy fighting, including Rural Damascus, eastern parts of Aleppo and Deir Ezzor and the governorate of Raqqa, are enduring breakdowns of essential services such as the supply of electricity and water and the collection of garbage.

“Many water stations have been damaged and can no longer supply the communities that depend on them,” said Jean-Marc Burri, in charge of the ICRC’s water and sanitation activities in Syria. “Furthermore, waste management services, including the collection of garbage, have become almost non-existent in some areas where fighting has been taking place, or only continue to be performed through the efforts of the people living there.”

“The failure to remove refuse for lengthy periods of time could have a serious impact on the well-being of entire communities,” he said. “Piles of garbage are ideal breeding grounds for disease and parasites.”

To help ward off any public health catastrophe, the ICRC launched a number of projects aimed at improving overall sanitary conditions. “We’re trying to improve, as far as possible, the conditions in which people affected by the fighting have to live,” said Mr Burri.

Thanks to the joint efforts of the ICRC and the Syrian Arab Red Crescent, garbage in Aleppo’s Jisr Al-Haj area was collected and disposed of over the past couple of weeks. In addition, insecticides were sprayed in Aleppo and Idlib to help control parasites. Furthermore, ICRC engineers worked together with the Syrian Arab Red Crescent and local water boards to carry out emergency repairs in areas of heavy fighting to ensure the availability of clean potable water.

Since the beginning of August, in cooperation with the Syrian Arab Red Crescent, the ICRC has also:

  • provided local water boards in Rural Damascus, Damascus, Aleppo, Lattakia, Sweida, al-Hassakeh, Deir Ezzor, Tartous, Homs and Idlib with technical expertise, equipment and supplies, including pumps and generators;
  • continued to upgrade water, housing and sanitary facilities at more than 45 public sites in eight governorates where displaced people are living, while completing work at another 14 sites in three governorates.

The ICRC’s health department has:

  • assessed two hospitals in Hama to which it donated surgical supplies for the full treatment of 100 seriously injured patients;
  • provided the Syrian Arab Red Crescent branch in Hama with medical assistance, including chronic disease medication for the treatment of 450 patients;
  • supplied the Syrian Arab Red Crescent with medications for 2,500 children.

The ICRC’s relief department has:

  • supplied food parcels for some 260,000 people in Deir Ezzor, Hama, Aleppo, Rural Damascus, Lattakia, Homs, Idlib and Damascus governorates;
  • provided mattresses and blankets for 60,000 people in Rural Damascus, Homs, Hama, Lattakia, Deir Ezzor and Damascus;
  • supplied kitchen sets (cooking pots, plates, cups and cutlery) for more than 30,000 people in Hama, Homs, Deir Ezzor, Lattakia and Damascus;
  • supplied hygiene items (shampoos, soaps, washing detergents, female hygiene items, etc.) to some 70,000 people in Hama, Homs, Deir Ezzor, Rural Damascus and Lattakia.” – ICRC

Chemical weapons experts gathered “valuable” evidence on a suspected chemical weapons attack near Damascus despite coming under sniper fire, United Nations officials said.

The team’s lead vehicle was “deliberately shot at multiple times” as they left a government checkpoint during a visit to part of the city where hundreds of people were allegedly killed, Martin Nesirky told Sky News.

Prime Minister David Cameron spoke to Russian President Vladimir Putin after cutting short his holiday and is expected to make a decision about recalling Parliament tomorrow as the diplomatic crisis over Syria’s civil war deepens.

None of the UN inspectors, who were dressed in body armour, was injured in the attack, which came after two mortar bombs landed close to their hotel.

It was not clear who was responsible for the sniper attack, which damaged the vehicle’s tyres and front window, although Bashar al Assad’s regime blamed the mortar fire on rebel fighters.

After the shooting, the UN inspectors were able to change vehicles and meet victims of the alleged chemical attack, taking samples for testing before returning to their hotel in Damascus.

UN Secretary General Ban Ki-Moon did not blame either side for the convoy attack but said he had told his disarmament chief Angela Kane to make a “strong complaint” to the Syrian government.

Describing the chemical weapons accusations as “nonsense”, Mr Assad added: “Would any state use chemical or any other weapons of mass destruction in a place where its own forces are concentrated? That would go against elementary logic.

“Accusations of this kind are entirely political and the reason for them is the government forces’ series of victories over the terrorists.”

Mr Assad received backing from two of his main allies, with Russia’s Foreign Minister Sergei Lavrov warning that the use of force without a UN mandate would violate international law.

Urging the West not to go down a “dangerous path”, he said: “If anybody thinks that bombing and destroying the Syrian military infrastructure, and leaving the battlefield for the opponents of the regime to win, would end everything – that is an illusion.”

Meanwhile, Iran’s Supreme Leader Ayatollah Ali Khamenei blamed countries outside the Middle East for the turmoil and said states in the region backing the Syrian opposition would be damaged by the conflict.

“The main reason behind the status quo in the region is interference from outside the region,” the state news agency Fars quoted Khamenei as saying in a meeting with Oman’s Sultan Qaboos.

UN experts looking into claims that Syria has deployed chemical weapons against its own people have been forced to abandon their investigation after they were shot at by snipers near Damascus.

UN experts were ‘deliberately’ targeted as they travelled in convoy to the site of the alleged atrocities in Syria. One car was damaged but no injuries was reported.

The inspectors were travelling to the site of the attack in a suburb of Damascus after the regime – which blames any chemical weapon use on opposition forces – gave its permission almost a week after the incident.

Despite a temporary ceasefire being agreed, their first vehicle was “deliberately shot at multiple times by unidentified snipers in the buffer zone area” , a spokesman for UN Secretary-General Ban Ki-moon said.

“As the car was no longer serviceable, the team returned safely back to the government checkpoint. The team will return to the area after replacing the vehicle,” he added.

The UN appealed for co-operation from both sides to allow the team access to the site.

The Red Cross has expressed alarm over the situation in the besieged Syrian town of Qusair, and has appealed for immediate access to deliver aid.

Thousands of civilians are believed to be trapped in the town, which lies close to the border with Lebanon.

The battle for control between pro-government forces and rebel fighters has made medical supplies, food and water scarce, the Red Cross says.

Russia has also reportedly blocked a UN “declaration of alarm” on Qusair.

The draft Security Council declaration, which was circulated by Britain, voiced “grave concern about the situation in Qusair, and in particular the impact on civilians of the ongoing fighting”.

Council statements such as these must be agreed unanimously.

However, a diplomat said Russia blocked the draft text because the UN had failed to speak out when Qusair was seized by rebels.

Trapped civilians

An opposition activist told the BBC on Friday that around 30,000 civilians were still in the town.

Rebel-held parts of Qusair are effectively blockaded by government forces and Hezbollah fighters.

The International Committee of the Red Cross (ICRC) said in a statement it was “alarmed” by reports of civilians trapped in Qusair and was prepared to enter the town immediately to deliver aid.

“Civilians and the wounded are at risk of paying an even heavier price as the fighting continues,” said the head of the ICRC’s operations in the region, Robert Mardini.

The UN secretary general’s office also appealed to the warring parties to allow residents to flee.

The BBC’s Imogen Foulkes in Geneva says the fact that both the UN and ICRC have issued urgent statements at the same time is an indication of how desperate they believe the situation has become.

Fighting in Qusair intensified last month with militants from Hezbollah, the Iranian-backed Lebanese group, joining forces loyal to President Bashar al-Assad.

Reinforcements from the rebel Free Syrian Army are reported to have managed to break through from the north-east to support the embattled rebel fighters.

Some Lebanese Sunnis have also crossed into Syria to fight alongside the rebels, who are drawn largely from Syria’s majority Sunni community.

On Saturday, influential Muslim cleric Yusuf al-Qaradawi called on Sunni Muslims from around the Middle East to join the battle against President Assad.

He told a rally in Doha that Iran and the Lebanese Shia group Hezbollah, Mr Assad’s main allies, wanted to exterminate Sunnis.

Activists from the UK-based pro-opposition Syrian Observatory for Human Rights say rebels in Qusair are bracing themselves for another assault.

Fifteen Syrian army tanks have massed north of the town, says Rami Abdel Rahman, the observatory’s director.

“Regime forces are reinforcing the sites that they have north of the city, including Dabaa airport and Jawadiya,” he said.

Qusair, which lies 10 km from the Lebanese border, is considered a key logistical hub and supply route for weapons smuggled into Syria.

The town is also located near the main road connecting the city of Homs to the Syrian capital Damascus.

A Rare Glimpse Into Syrias Besieged Qusair

Supported by more than 4,000 Shia Hezbollah fighters from Lebanon, the Syrian Arab Army this week sealed off the rebel-held town of Qusair, a strategic crossroads for supplies about 15 kilometers from the border with Lebanon.

Early in the week Syrian government forces reportedly reclaimed nearby Dabaa air base. Several hundred members of the rebel Tawhid Brigade from Aleppo allegedly broke through a line of government forces on Friday to assist rebels defending the town. Some outside analysts predict, however, the regime of President Bashar al-Assad will re-take the town, trying to tip the balance of a stalemated two-year rebellion just weeks prior to proposed Geneva peace negotiations.

Known previously to the Middle East Voices Syria Witness project only as Sami, a former English teacher turned anti-Assad activist spoke to us via Skype, having recently decided to start using his real name, Rifaie Tammas.

Earlier this week, Tammas sent Middle East Voices a link to the following YouTube video through which he as a stand-up reporter attempted to demonstrate that Qusair at that point was neither in the hands of Syrian government forces nor Hezbollah fighters (the video record date and actual location cannot be independently confirmed).

In a Skype interview on Wednesday (an excerpted version is featured at the sound file below), Tammas described Qusair as a ghost town being defended by a few units of armed rebels against widespread and random government shelling as well as the advances of well-armed and battle-seasoned Hezbollah fighters sent from Lebanon to aid the Assad forces.

His recorded narrative, punctuated by the thunder of bombs and rockets, takes on a personal tone as Tammas described how family and friends have taken cover from the government shelling in basements of abandoned homes, and that many other Qusair residents have escaped to open farm fields outside the town.

Most of the Free Syria Army is on the front lines. As for civilians, most of them are trapped inside underground shelters, said he.

Tammas talked about the deaths of many friends and family in the last two years, and how he copes with those losses.

He was resentful that Lebanese militants would descend on Qusair which had housed and fed these fighters as brothers six years earlier in Hezbollahs conflict with Israeli forces.

We treated them like brothers and sisters, like family and now they come to you, they come to kill you.

Tammas was surprised that the Lebanese were so much more disciplined than Syrian troops, who he called cowards.

The regime soldiers, the militias, when you destroyed their tanks, they would run away, you chase them now, you destroy a tank, the Hezbollah still comes.

On the day of the interview, Tammas reported that one of his uncle had just died in the shelling of nearby residences. On the following day, he sent a message that his own father, a staunch anti-Assad Syrian who was hiding in a basement just a 10-minute walk from his own shelter, had been killed by another government rocket.

At least 40 people were killed and dozens of others were injured when explosions shook a Turkish town on Saturday near the border with Syria where mortar fire has in the past spilled over from Syrias civil war.

The death toll rose throughout the day as many of the injured were critically wounded. Interior Minister Muammer Gler told private NTV channel that the number of people who were killed in the blasts was 40. He added that at least 100 people were injured, 29 of them heavily injured.

Although initial reports said four blasts occurred near the municipality offices in the town of Reyhanlı in the southern Turkish province of Hatay, Gler said there were two blasts caused by two bomb-laden vehicles. He said the explosions occured near the municipality and post offices.

The minister added that they fear the number of casualties may increase. Health Minister Mehmet Mezzinoğlu said 15 ambulances were dispatched to the area.

Tensions ran high in the district after the blast with locals reportedly attacking Syrian-plated cars and Syrian refugees. Tensions have already been high in the district for a couple of weeks. Recently, Syrian youths got into a fight with Turkish youths in Reyhanlı, which hosts a large number of Syrian refugees. Following the fight, the Turkish group carried Turkish flags around the city and protested the presence of the Syrians.

Foreign Minister Ahmet Davutoglu vowed from Berlin that Turkey would act. Those who for whatever reason attempt to bring the external chaos into our country will get a response, he said. Davutoğlu called the incident an act of provocation, saying there may be some powers who want to sabotage peace in Turkey.

In initial comments, Prime Minister Recep Tayyip Erdoğan said nearly 20 people died in the blast. We have around 20 dead and 46 people were injured, but we have to note that many of the injuries are severe, which means the death toll could unfortunately rise, Erdogan said in comments broadcast on Turkish television.

I would like to send a message to my brothers in Reyhanlı. We have recently launched a settlement process [to address the conflict in the southeast] and those who cannot digest this new period and the atmosphere of freedom in our country can be involved in such attacks.

Another sensitive issue is that Hatay province (where the explosions occurred) is on the border with Syria, these actions may have been taken to provoke those sensitivities, he said.

Erdoğan said this week that Turkey would support a US-enforced no-fly zone in Syria and warned that Damascus crossed President Barack Obamas red line on chemical weapons use long ago.

A no-fly zone to prohibit Syrian military aircraft from hitting rebel targets has been mentioned by American lawmakers as one option the United States could use to pressure Assad.

Erdoğan is due to meet Obama in Washington on May 16.

Violence has spilled over the border before.

In February, a minibus blew up at a border crossing near Reyhanlı, killing 14 people and wounding dozens more.

The Syrian opposition said one of its delegations appeared to have been the target of that attack, but there has been no confirmation of this from the Turkish authorities.

In October, five Turkish civilians were killed in Akakale when a mortar bomb fired from Syria landed on their house, prompting Turkey to fire back across the frontier.

Turkey is sheltering more than 300,000 Syrians, most of them in camps along the 900-km (560-mile) frontier, and is struggling to keep up with the influx. Todays Zaman

Car bombs have killed 40 people and injured 100 in the Turkish town of Reyhanli, near the Syrian border, Turkeys interior minister says.

Muammer Guler told Turkeys NTV that two bombs had gone off in the town near the town hall and post office.

Video from the scene showed injured people being carried to safety in rubble-strewn streets, amid shattered buildings and twisted wrecks of cars.

The town is an entry-point for refugees from the war in Syria.

Local people attacked cars with Syrian number-plates and Syrian refugees after the attack, according to local media.

Emergency services looked for possible victims buried under the debris.

No group said they had carried out the attack.

Responding to news of the bombing, Foreign Minister Ahmet Davutoglu said Turkey would protect itself.

There may be those who want to sabotage Turkeys peace, but we will not allow that, he said during a visit to Berlin.

He added that the blasts had taken place to deflect attention from efforts to solve the Syrian crisis.

The border area of Reyhanli has itself been attacked in recent months.

Five people were killed last October when a mortar round hit the Turkish border town of Akcakale.

The Turkish government has been a key supporter of the Syrian opposition, and has allowed rebels as well as refugees on to its territory.

But tensions in the Reyhanli area have been high for several weeks, reports say, with clashes between Turkish and Syrian youths.

Israel targeted Syrian air defense units as well as an arms and ammunition warehouse, Hezbollah TV station al-Manar claimed Sunday afternoon,broadcastingthe first daylight video images of the site northwest of Damascus that was hit overnight.

Israel attacked an arms warehouse in the Dimass area, 30 kilometers (18 miles) northwest of the capital Damascus, near the border with Lebanon, al-Manar reported. The video footage shows mortar shells and rockets scattered on the ground, as plumes of black smoke rise from the site amid the sound of exploding ammunition in the background.

The second site attacked by Israel, claimed the al-Manar website, was a chicken coop owned by the Syrian army, surrounded by military factories producing cement and tea. According to al-Manar, a number of soldiers and civilians were killed in the attack.

This week, the Canadian Red Cross welcomed the president of the Syrian Arab Red Crescent (SARC) in Ottawa. Dr. Abdul Rahman Attar met with Red Cross staff and partners to provide an update on the humanitarian crisis in Syria and to ask for additional support. This was a unique opportunity to learn more about the situation on the ground.

Since the conflict began two years ago, three million people have been displaced within Syria and hundreds of thousands more have taken refuge in neighbouring countries. That means families moving to neighbouring cities to live with family, in camps or seeking shelter in public buildings, sometimes moving more than once.

Syria: Two years on, immense suffering with no end in sight – International Red Cross (ICRC) – 150313 1930z

Two years after the outbreak of violence in Syria, humanitarian needs are greater than ever. Civilians continue to bear the brunt of the armed conflict and are struggling to survive hardship on a daily basis. They endure fierce fighting and a steady deterioration of living conditions, with no end in sight to their suffering.

”Hundreds are dying daily in Syria. Millions have been displaced inside the country while others have fled to neighboring countries to live in harsh conditions,

said Robert Mardini, Head of Operations for the Near and Middle East at the International Committee of the Red Cross (ICRC).

Tens of thousands are missing or detained. Families are desperately seeking their loved ones, with no information available as to their whereabouts. Health standards have fallen dramatically, medical facilities have been targeted and health workers killed, intimidated or detained while trying to save lives. Property and infrastructure have been severely damaged, leaving large areas in rubble.”

The fate and condition of people detained in connection with the armed conflict remains an issue of extreme concern for the ICRC. “Despite repeated attempts to resume our visits to detainees, very little has been achieved so far. Today, we have no first-hand information on the situation of detainees and this is very worrying for us. We will continue to seek concrete action from the Syrian authorities that will allow us to visit detainees. This remains one of our top priorities,” added Mardini.

“It is deplorable that high numbers of civilian casualties are now a daily occurrence to which people are unfortunately getting accustomed”, said Mardini.

“Many atrocities against civilians have been reported or witnessed over the past two years and we have also seen indiscriminate attacks against civilians and the targeting of health-care personnel and aid workers. These ongoing violations of international humanitarian law and of basic humanitarian principles by all sides must stop”.

The parties to the conflict have not come close to a political solution, nor has the international community succeeded in negotiating an end to this armed conflict. At the same time and despite huge efforts made by a handful of humanitarian organizations on the ground, the aid provided to the Syrian people is far from meeting the ever growing needs.

The ICRC along with the Syrian Arab Red Crescent are doing more than ever before. Working across front-lines, they are delivering aid to some of the hardest-hit opposition and government-controlled areas. In the last three weeks alone, they had access to three opposition-held areas and distributed assistance in Homs, Hama and Idlib governorates. “Over the last two years millions have received aid, but it is not enough. Needs are growing at a faster pace than our ability to respond. Security constraints and lack of access to some areas prevent us responding as we should do”.

“Today, we are not able to reach all the affected population. We very much believe that States should play a positive role by exerting stronger influence on those involved to secure greater respect for international humanitarian law. This would hopefully create an environment where impartial humanitarian action could take place in real time”, concluded Mr. Mardini.

Syria: Humanitarian situation catastrophic – Red Cross/Red Crescent (@ICRC) – 170213 1350z

“The situation in Syria is nothing short of catastrophic,”

announced ICRC director of operations Pierre Krhenbhl after a four-day visit to the country. Civilians are being killed and injured. Millions have been displaced and thousands have gone missing or been arrested.

Mr Krhenbhl was speaking at a press conference during which he and Walter Cotte (Under Secretary General for Programme Services at the International Federation of Red Cross and Red Crescent Societies) reported on their recent visit to the country.

General situation

After two years, and with no end to the military confrontations in sight, the situation for the population is catastrophic. Civilians are being killed and injured. Millions have been displaced and thousands have gone missing or been arrested.

In areas of rural Damascus, property and infrastructure have been destroyed, adding to the misery of the Syrian people. ICRC teams carrying out fieldwork around the country speak of the despair of civilians who have had to flee time and time again as the frontlines shift.

Women and children have taken shelter in mosques, schools, sports centres and other public buildings. Many more struggle in parks and makeshift shelters. They survive for weeks on minimal support, often without electricity or running water.

Medical facilities and personnel continue to suffer acts of violence. There are widespread reports of patients arrested inside hospitals, of reprisals against doctors and nurses, of attacks on ambulances and of misuse of these vehicles. While it is difficult to verify every such act of violence, the pattern is widespread and is of grave concern.

Humanitarian operations in Syria are highly complex. There are numerous constraints, the most daunting being the extreme lack of security, the fluidity of the frontlines and the multiplicity of armed actors, including government security forces and various groups of the armed opposition.

What the ICRC and the SARC are doing

The ICRC has been able to carry out a significant number of field activities with its partner the Syrian Arab Red Crescent, and has also been able to carry out such work in areas under the control of the opposition.

In 2012, the ICRC and the SARC made over 100 trips to different parts of the country. We distributed food and hygiene parcels to 1.5 million people, many of them displaced, who had not had access to basic commodities or services since fleeing their homes.

Our water projects helped millions of people, in all provinces, regardless of where they were living. These projects included pipeline repairs carried out with local contractors in Aleppo, the installation of a generator in Homs, providing water for 800,000 people, and deliveries of water by road to IDP centres. Throughout the country, water chlorination has ensured that the water remained safe to drink.

In addition, we have been improving living conditions and water supplies at 99 centres, where 35,000 IDPs have taken refuge, in towns such as Aleppo, Homs, Sweida and Deir Ezzor.

We have also been distributing medical supplies at many locations around the country.

For the SARC, the change of pace has been dramatic. In Damascus, for instance the SARC coordination centre used to handle about 25 ambulance operations a day. That number has doubled to 50, which brings with it the need for increased resources. In addition to working with the ICRC, the National Society is providing psycho-social support, especially to children. The SARC has 11,000 highly committed, dedicated volunteers working on the ground, close to the community. Eight of them have paid for their dedication with their lives while on duty.

Challenges

Cross-border versus cross-line operations

There has been much debate in recent months about the impartiality of aid delivery and about other ways of reaching people in areas under opposition control. Cross-border operations have been suggested. The ICRC sees it as legitimate to look at different ways of ensuring that aid reaches those in need, but we have opted for cross-line operations. That does not mean that the ICRC excludes the possibility of cross-border operations, but we would only carry out such action with the agreement of all concerned the Syrian government, the opposition and the governments of the neighbouring countries concerned. Our recent visit to Al-Houleh has shown that we are able to cross frontlines to bring aid.

Mounting cross-line operations is challenging, not least because as in every conflict neither side is keen to see us crossing into the area held by their enemy. But this is our way of providing humanitarian aid, building acceptance and trying to reach the regions most affected. In my meetings with the Syrian Vice-Minister of Foreign Affairs (Hossam Alaa Eddine), I emphasized how important it was for the ICRC and SARC to have better access to all regions with urgent needs, including those under opposition control.

Need to expand operations

After a difficult period between July and October 2012, where field movements were extremely limited, the number of ICRC/SARC teams accessing delicate regions has been on the rise again over the past four months. At the end of January, we were able to deliver aid to Al-Houleh, a locality under control of the opposition, and that is a sign of improvement. I have come back from Syria convinced that we can and must expand our operations in the coming weeks and months and that we can and must build on our increasing presence in the most delicate regions, including those under opposition control.

Detainee welfare

Detention visits have not progressed as we would have wished over the last six months.

The ICRC has carried out two visits since 2011, to the central prisons in Aleppo and Damascus. That was good, but it is not enough. Of course, some places of detention are in areas too dangerous for us to enter. But this limited access means that there is no monitoring of the situation of detainees. That would be very worrying in any armed conflict and it is certainly a serious concern in Syria.

During his meeting at the Foreign Ministry, Mr Krhenbhl requested concrete action from the authorities on a plan of visits to several prisons over the coming weeks, based on the commitment they had made and reconfirmed at that meeting. It is vital that the ICRC be able to resume prison visits quickly, in order to ensure effective monitoring of conditions and treatment in accordance with the standard procedures that the ICRC applies worldwide. The ICRC will continue to press the Syrian authorities on this issue in the coming days.

Finally, there is the devastating impact of attacks on medical facilities, health personnel, etc. We have recently heard about an incident in the north of Syria, in which wounded people were arrested inside a hospital and medical staff were later killed because they were suspected of having supplied the information that led to the arrests. Incidents like this are turning what used to be an efficient health system into a wasteland in parts of the country. Some hospitals have been taken over by armed groups and many dedicated doctors and nurses have fled the most dangerous areas.

The future

Since the beginning of the Syrian conflict, many have asked whether working inside Syria is not a case of mission impossible, fraught with constraints and risks of being instrumentalized. There is a need to step up the collective humanitarian response significantly, and the ICRC and the SARC are working on that. There have been comments to the effect that the ICRC is naïve to believe it can mount a truly impartial operation from inside Syria with outreach to civilians on all sides. The ICRC accepts that this debate keeps us on our toes and that there are many dilemmas. But we have always preferred the dilemmas associated with being present, with trying to reach as many people as possible. And the ICRC is doing exactly that.

Volunteering with the Syrian Arab Red Crescent is a commitment. Shifts are long, and the work is hard and dangerous. Most of the Red Crescents first aid volunteers are in their 20s, and many are juggling university studies along with their duties.

Volunteers are trained by the Red Crescent for a year before they are qualified to join a first aid unit. Despite the conflict, the Red Crescent has been able to continue recruiting and training first aid and psychosocial support volunteers.

Although their job is often a dangerous one, volunteers speak about their work with passion and dedication.

First aid volunteer Leen, 23, is training to be a pharmacist. In between studying, she finds time to volunteer at the Syrian Arab Red Crescents Damascus branch two days a week. She felt that due to her studies she could contribute more in first aid.

Leen joined two years ago, following the example of her sister also a volunteer. She says: My family have been very worried about me, and didnt want me to join the first aid team in the first place. But they couldnt stop me. Now they continue to worry, but they are supportive.

When asked what her friends think of her volunteering with the Red Crescent, she looks sad: Many of my friends have left Syria for Dubai, Jordan, Egypt, Lebanon and Saudi Arabia. I cant blame them, its hard staying here when its like this.

Hundreds of thousands of people have now fled the fighting in Syria, seeking safety in neighbouring countries.

Also 23 years old, Ousman has been a volunteer first aider in Damascus for nine months now. He is a fifth year medical student. He goes to class in the morning, and comes to the Syrian Arab Red Crescent in the afternoon. He studies at the station while his unit is on standby, in a small library set aside for the volunteers.

Ousman says: We want to help. We dont want to see pain and just sit back and be helpless. We want to do something. Its a wonderful thing to save someones life.

Asked why he joined the Red Crescent, he replies: Joining the Syrian Arab Red Crescent was the only opportunity to practice first aid as a volunteer. I benefit from the experience too. When friends and family heard of my involvement, many wanted to join.

Since Ousman joined the Red Crescent, five of his friends and two family members have also started volunteering here.

Neutrality is invaluable

Until a wide-reaching publicity campaign two years ago, the Syrian Arab Red Crescents first aid and ambulance service was not widely known about by the general Syrian population. However, as violence has escalated, the Red Crescents neutrality has meant that people often call on the service for help.

Executive director of the Red Crescents Damascus Branch, Khaled Ereksoussi, said: We made a big effort to publicise our services, and increase our visibility so that people knew the Syrian Arab Red Crescent emergency number 133. Now people call us when they need first aid services because they know they can trust us to not take sides.

The Damascus branch service now has 18 ambulances, and is sometimes contacted by both sides in the conflict to evacuate injured people and take them for treatment.

Dangerous work

Safe access for the first aid volunteers is the priority, and this must be secured before any aid can be dispatched. The chief radio dispatch volunteer in the Damascus operations room explains: Ambulances have to radio in after each check point to report back, so that those behind them know the situation on the road.

If there is trouble anywhere, we can make sure the vehicles and ambulances behind dont drive straight into it. Our ambulances are our ears and eyes on the streets, and the information keeps us as safe as possible.

Sadly, despite these precautions, the intensity of the violence in Syria makes the job a dangerous one. Eight Syrian Arab Red Crescent volunteers have now died while carrying out their duties.

In the Damascus branch, there are two small dormitories one for women, one for men. These were intended as places in which volunteers could rest while on duty. However, in recent months, the dormitories have become somewhere for volunteers to sleep when long shifts are required during times of acute fighting, or when the danger outside means they cant go home.

Further aggravating the health of Syrians, the organization said, is a breakdown in the delivery of safe water throughout the country; the closing of at least one-third of Syria’s public hospitals; an exodus of doctors; and an acute shortage of ambulances, many of them damaged by fighting or impounded by the military or insurgent forces for use in combat.

The warning was delivered in a telephone briefing by Elizabeth Hoff, the health organization’s representative in Damascus, the Syrian capital.

It came a day after another United Nations organization, Unicef, announced an ambitious program to provide chlorination supplies to treat water for more than 10 million people in Syria, about half the population – another indication of the magnitude of the water problem.

The spread of hepatitis A, a serious and highly contagious liver disease, can be prevented with a vaccine. The virus is spread by close personal contact and sharing food and drinking water. Ms. Hoff and other officials said the problem was the worst in the crowded communal shelters for people displaced by the conflict.

A third United Nations agency, the World Food Program, announced at a news conference in Beirut, Lebanon, that it was accelerating food delivery to as many as 2.5 million people in government- and rebel-held areas of Syria.

But the agency acknowledged that its ability to distribute the food was becoming increasingly tenuous.

“There is a security issue,” Etienne Labonde, an agency representative, told reporters in Beirut.

“We have to protect our staff on the ground, but the team in Syria is doing everything it can to deliver aid to all areas. Of course, there will always be pockets they can’t reach.”

The developments came as the United Nations Office for the Coordination of Humanitarian Affairs, the agency that manages the administering of aid in Syria, warned that “the catastrophic humanitarian situation continues to deepen,” and that violence threatened to increase the number of Syrians dependent on international aid.

Red Cross: Syria is now in civil war, Humanitarian Law applies – Published 15 July 2012 1300 GMT/UTC

The International Committee of the Red Cross said on Sunday it now considers the conflict in Syria a civil war, meaning international humanitarian law applies throughout the country.

The Geneva-based group’s assessment is an important reference that helps parties in a conflict determine how much and what type of force they can or cannot use.

ICRC spokesman Hicham Hassan said Sunday that the humanitarian law now applies wherever hostilities are taking place in Syria, where fighting has spread beyond the hotspots of Idlib, Homs and Hama.

International humanitarian law grants parties to a conflict the right to use appropriate force to achieve their aims. But attacks on civilians and abuse or killing of detainees can constitute war crimes.

The declaration came as Syria denied U.N. claims that government forces used heavy weapons during a military operation that has brought widespread international condemnation against President Bashar Assad’s regime. – MSNBC

Basic rules of International Humanitarian Law

  1. Persons hors de combat (outside of combat) and those not taking part in hostilities shall be protected and treated humanely.
  2. It is forbidden to kill or injure an enemy who surrenders or who is hors de combat.
  3. The wounded and sick shall be cared for and protected by the party to the conflict which has them in its power. The emblem of the “Red Cross,” or of the “Red Crescent,” shall be required to be respected as the sign of protection.
  4. Captured combatants and civilians must be protected against acts of violence and reprisals. They shall have the right to correspond with their families and to receive relief.
  5. No one shall be subjected to torture, corporal punishment or cruel or degrading treatment.
  6. Parties to a conflict and members of their armed forces do not have an unlimited choice of methods and means of warfare.
  7. Parties to a conflict shall at all times distinguish between the civilian population and combatants. Attacks shall be directed solely against military objectives.

New York, 6 April 2012 – Statement attributable to the Spokesperson for the Secretary-General on Syria

The Secretary-General strongly condemns the latest escalation of violence. He deplores the assault by the Syrian authorities against innocent civilians, including women and children, despite the commitments by the Government of Syria to cease all use of heavy weapons in population centres.

The 10 April timeline to fulfill the Government’s implementation of its commitments, as endorsed by the Security Council, is not an excuse for continued killing.

Such actions violate the consensus position of the Security Council, as expressed in its Presidential Statement of 5 April, for a peaceful political settlement to the Syrian crisis to be ushered by full implementation of all aspects of the Joint Special Envoy’s six-point proposal.
 
The Secretary-General is gravely concerned at the rapidly deteriorating humanitarian situation, which is now affecting more than one million people. The latest reports of growing numbers of refugee arrivals in neighboring countries are alarming. The Minister of Foreign Affairs of Turkey, H.E. Dr. Ahmet Davutoglu, informed the Secretary-General about the stream of refugees arriving in Turkey in their telephone conversation last night.
 
The Syrian authorities remain fully accountable for grave violations of human rights and international humanitarian law. These must stop at once.
 
The Secretary-General demands that the Government of Syria immediately and unconditionally cease all military actions against the Syrian people.

He reiterates that it is the responsibility of the Syrian authorities to now deliver on what they have promised, and to implement, fully and unconditionally, all the commitments under the six-point plan of Joint Special Envoy Annan.
