UK: Parliament rejects military action in Syria to deter Assad regime use of chemical weapons – 290813 2225z

The Syrian Arab Red Crescent, the International Committee of the Red Cross (ICRC) and the International Federation of Red Cross and Red Crescent Societies (IFRC) together call for the immediate protection of staff and volunteers from the Syrian Arab Red Crescent and all other personnel of the Movement risking their lives on a daily basis to provide life saving assistance. It is imperative that they be given the space necessary to operate and carry out their humanitarian mandate.

German investigators into Nazi war crimes will send the files of more than 40 former Auschwitz death camp personnel to state prosecutors from next month, a newspaper reported on Tuesday.

Most of the suspects are aged in their nineties and they live in across Germany including in the former communist East, chief investigator Kurt Schrimm told newspaper the Tageszeitung.

The list of alleged guards at the concentration and extermination camp in what was Nazi-occupied Poland initially contained 50 names, but some of them have since died.

“These accused have so far not been informed that they are now in the crosshairs of justice”, said Schrimm, senior prosecutor at the Central Office for Resolving National Socialist Crimes.

More than 6,000 SS personnel served at Auschwitz, where about 1.1 million Jews, Roma and Sinti and members of other persecuted groups died in gas chambers or of forced labour, sickness and starvation.

For over 60 years German courts only prosecuted Nazi war criminals if evidence showed they had personally committed atrocities, but since a 2011 landmark case all former camp guards can be tried.

In that year a Munich court sentenced John Demjanjuk to five years in prison for complicity in the extermination of more than 28,000 Jews at the Sobibor camp, where he had served as a guard.

The investigative office, set up in 1958, has carried out more than 7,000 probes but has no powers to charge suspects itself. Instead it sends case files to regional prosecutors who then decide whether to pursue suspects, who must also be judged fit to stand trial by the courts.

Five people, one of them a child, were killed on Tuesday after a small plane crashed in Frondenberg, in the north-west of Germany, local media reported.

As well as the child, two women and two men also died. Three other children were seriously injured in the crash, said firefighters. The light aircraft came down in a meadow. The cause of the accident has not yet been determined.

A child and four adults died in a light aircraft crash in western Germany on Tuesday afternoon. Three other children survived the accident.

The group, consisting of two families, were flying back from a trip to the North Sea coast when the Piper 32 plane crashed into a field in the Fröndenberg area of North Rhine-Westphalia at around 5pm, not far from its destination near Dortmund.

Two women, two men, and a child died in the crash, the fire brigade confirmed late on Tuesday night. No identities or ages have been released, and police are in the process of informing the victims’ relatives.

All of the dead were sat towards the front of the plane, regional newspaper the Westdeutsche Allgemeine Zeitung (WAZ) reported on Wednesday.

“The head and neck injuries were so severe that they died from them,” the head of the medical team at the crash site, Reinhard Arnsberg, told the newspaper.

Three children sat at the back on the place survived but were seriously injured and were taken to a nearby hospital by air ambulance.

When the emergency services arrived, two children were already out of the plane and one had to be cut out by firemen. It is unclear whether the first two climbed out themselves or were helped by passers-by who had rushed to the scene.

Investigators do not yet know what caused the accident but, the WAZ reported, onlookers saw the vehicle flying very low before it crashed. The pilot was thought to have been experienced at flying light aircraft. It clipped a tree on its way down to the field.

At least 78 people were at the scene clearing the wreckage and attending to the surviving children. The front of the vehicle was totally destroyed, and baggage was all over the field.

King’s dream may not have become reality, even with the election of a black president – perhaps it never will be complete. But it is certainly true that some elements of the African-American nightmare are over.

Once, by law, black people were separate and unequal, segregated throughout public life.

Today the river that runs through the US capital city can still feel like a sharp dividing line. On one side, the White House, Capitol Hill and an increasingly prosperous city where areas that were once ghettos are now gentrified, full of smart restaurants and bars.

But over the river in south-east Washington, where more than 90% of the population is African American, it’s a very different story.

To many whites, it is a no-go area. I have lost count of the times I have been warned to stay away. Despite some determined efforts, improvements and a fierce resilience, it remains rundown and poor.

The unemployment rate for whites in Washington DC is 3.5%. The official statistic of black unemployment here is 22%, although some say it is really much higher.

In the US as a whole the figures are stark: average unemployment: 7.4%, black unemployment: 12.6%; median income: $50,502 (£32,495), median black income: $33,460; national poverty rate: 15%; black poverty rate: 27.4%.

And of 1.5 million Americans in jail, 38% are African American though black people only constitute about 13% of the US population.

Some, of course, would say this is about economics, not race, and while the disparity has a lot to do with history and culture it is not the result of discrimination.

They would get short shrift in this side of town.

I’m told this service is vital – food stamps run out at the end of every month and this service helps fill the gap. People here are often not destitute, just the working poor and retired on an inadequate pension.

Evelyn Brown is 80 and attended the famous march 50 years ago. She used to be a nurse and has worked all her life but finds it hard to make ends meet.

“It seems like everything is going backwards, ’cause like I said I came up the ranks, the hard times, so therefore I can see what’s going on now,” she says.

“Really it is a struggle, it’s a terrible struggle.”

The acquittal of his killer, found not guilty of murder, shocked and disappointed many in this part of town.

The introduction of laws in some states to require people to show ID before voting is seen as another attempt to disenfranchise blacks.

The fact that the Supreme Court ruled these laws were not in breach of civil rights legislation, basically on the ground that times have changed, is seen as a grave disappointment.

And while many whites might see Mr Obama’s election as the final, triumphant chapter in the civil rights story, here it is sourly noted that he hasn’t visited this part of the city just a few miles from where he lives.

Eric Holder, the first black US attorney general, said he and President Barack Obama would not be in office had it not been for the original marchers.

Among those who addressed Saturday’s rally was the mother of Trayvon Martin, a black teenager shot dead in Florida last year, whose killer was recently acquitted.

Earlier she told the BBC many young African Americans had been left afraid by the acquittal of neighbourhood watch volunteer George Zimmerman.

She called for a change to laws in many American states which allow the use of deadly force if a person feels seriously threatened.

Saturday’s event comes a few days before the actual anniversary of the original march on 28 August 1963.

King, who was assassinated in 1968, led about 250,000 people to the Lincoln Memorial on the National Mall and delivered his famous speech from its steps.

“I have a dream that my four little children will one day live in a nation where they will not be judged by the colour of their skin but by the content of their character.” he said, in one of the most celebrated pieces of American oratory.

Martin Luther King III, King’s eldest son, told the marchers from the same steps on Saturday: “This is not the time for nostalgic commemoration nor is this the time for self-congratulatory celebration.

“The task is not done. The journey is not complete. We can and we must do more.”

In his speech, Mr Holder said of the 1963 demonstrators: “They marched in spite of animosity, oppression and brutality because they believed in the greatness of what this nation could become and despaired of the founding promises not kept.”

The spirit of 1963, he said, now demanded equality for gay people, Latinos, women, the disabled and others.

Organisers had hoped to gather some 100,000 people in Washington. The crowd was predominantly African American but included white Americans and others.

Mr Obama, the first black US president, is due to commemorate the event on Wednesday with a speech from the same spot where King spoke.

He will be joined by former Presidents Bill Clinton and Jimmy Carter, while churches and groups have been asked to ring bells at 15:00 (19:00 GMT) to mark the exact time King delivered his speech.” – BBC News (

UK: Oban and Tobermory Lifeboats in rescue of diver with suspected ‘bends’ or decompression sickness ashore on Mull – 270813 2035z

Tobermory RNLI’s volunteer crew went to the aid of a diver with suspected ‘bends’ or decompression sickness ashore on the same day that the RNLI has called on divers to help undertake research into diver safety.

The crew were preparing to attend the station for their weekly Tuesday night training session when their pagers went off shortly after 1830. The male diver, who had developed possible symptoms of decompression sickness having come ashore in Tobermory, was taken on to the Severn class lifeboat which launched at 1850. Tobermory lifeboat proceeded to rendezvous with Oban lifeboat in the Sound of Mull. The casualty was transferred onto Oban lifeboat which had a specialist dive doctor on board. The casualty was then taken to Oban to be transferred to the care of the Scottish Ambulance Service.

 

The ‘shout’ came on the same day that the RNLI called on divers the charity with research into participation and attitudes to safety in the sport by taking part in an online survey which launches today.

Last year alone, 314 diving incidents were reported to the British Sub-Aqua Club (BSAC). The RNLI, in partnership with the British Diving Safety Group (BDSG), is asking divers and dive instructors in the UK to take ten minutes to complete an online survey, which looks at their reasons for participating in diving, how often they take to the water, preferred methods and locations, experience and training, awareness of possible hazards and use of safety measures. The findings will be used to help the RNLI and BDSG develop tailored and relevant safety messages for the diving community, to help make the sport even safer.

Tobermory’s full time Coxswain Andrew McHaffie said: ‘This was a timely reminder that whilst diving is a popular sport, problems can and do arise. This year alone, Tobermory RNLI has gone to the assistance of six divers. Nationally, the RNLI’s volunteer lifeboat crews have rescued 96 divers and saved 13 divers’ lives in the past five years. The RNLI is hoping to hear from divers of all levels of experience, so we can then develop really targeted and relevant safety advice to help them enjoy their sport as safely as possible.’

The online survey will run for nine weeks, during which time anyone who dives in the UK – no matter how often or what level of experience – is invited to visit http://www.rnlidiving.substance.coop and complete the short survey. The research is being undertaken by Substance, on behalf of the RNLI. To supplement the online survey, face-to-face surveys will be conducted at dive sites, charter boat launch and departure points, and at the NEC Dive Show (Dive 2013) in October. In-depth interviews and focus groups will also be conducted. Divers wishing to take part in these are encouraged to contact Substance via the survey website.

This was Tobermory RNLI’s 33rd launch of 2013 and so far this year the volunteer crew has assisted 56 people.

“FIREFIGHTERS AND LOCAL residents struggled today to tackle raging wildfires that have consumed large swathes of forest in Portugal and Spain and cost the lives of four emergency workers.

Firefighter death

A volunteer firefighter who tackled the same blaze as a female colleague killed last week in the mountains of central Portugal has died from his injuries, his commander Carlos Coelho said.

The 23-year-old’s death brings the number of emergency responders killed in Portugal’s August fires to four.

More than 800 firefighters were mobilised in Portugal to tackle the blazes, which have intensified overnight due to high winds.

A spokesman for Portugal’s emergencies agency repeated his call for France to remain in the country after two French planes were dispatched to drop water on affected regions this week.

“The French mission is supposed to be completed Thursday, but we asked for an extension. We are waiting for a response,” said Miguel Cruz, spokesman for the Civil Protection Authority.

Two Spanish planes had also helped Portuguese authorities take on the fires but returned home at the weekend.

‘Difficult situation’

Cruz said Portugal would not ask neighbouring Spain for more help because of their own “difficult situation”, as firefighters and water-dumping planes battled a large wildfire in Spain’s northwest that drove residents from their homes, according to officials.

The blaze, one of hundreds to ravage Spain’s parched land over the summer, broke out late yesterday near Oia, a village on the Atlantic coast near the border with Portugal.

Firefighters backed by aeroplanes and helicopters were battling to curb flames that ravaged 1,200 hectares as they spread, the regional government said in a statement.

An alert was declared after the fire came close to some houses and residents were evacuated, an official in the Galicia region rural affairs ministry told AFP, but no one was reported hurt.

“The situation has improved since last night,” the official said. “We are not aware of the fire reaching any houses, although there were some evacuations.”

Spanish newspapers said the number of evacuations was at least 176.

The ministry said firefighters had controlled four other fires in the region in recent days, which burned thousands of hectares between them.

The central government said it had sent firefighting planes and personnel to the Oia fire and two others, in the Asturias region and the Tarragona area west of Barcelona.

“Around 1000 firefighters are trying to put out 11 major wildfires in Portugal amid continuing hot weather and strong night-time winds.

The National Civil Protection Authority said on Tuesday the biggest blaze was near Viseu, about 200 kilometres north of the capital Lisbon.

It said four water-dropping aircraft were helping more than 360 firefighters working in thick woodland and ravines there.

Temperatures above 30C were forecast for northern areas where wildfires have caused the most damage, but winds were expected to drop.

Officials said a 23-year-old firefighter died on Monday night from severe burns he sustained in a wildfire last week. That blaze killed another firefighter at the scene.

Forest blazes have caused the death of four Portuguese firefighters this northern summer.

In Spain, firefighters and water-dumping planes were battling a large wildfire in the northwest that has driven local residents from their homes.

Britain’s Armed Forces are drawing up plans for a potential military intervention in response to an alleged toxic gas attack in Damascus, which is believed to have killed hundreds of civilians.

Rebels in Syria have also handed Western powers a list of suggested targets for a strike, according to a Reuters source.

US defence secretary Chuck Hagel said Mr Obama asked the Pentagon to give him “all options for all contingencies”.

“We are prepared. We have moved assets in place to be able to fulfil and comply with whatever option the president wishes to take,” Mr Hagel told the BBC.

US secretary of state John Kerry said there was “undeniable” evidence of a large-scale chemical attack, with intelligence strongly pointing to President Bashar Assad’s government.

And he said the regime would be held accountable.

France’s President Francois Hollande said his country was prepared to “punish” those who gassed innocent people last Wednesday and it seemed certain that forces loyal to Mr Assad were behind the attack.

Prime Minister David Cameron, who is back in London after cutting short his family holiday, says a clear motion on the crisis will be put before MPs on Thursday.

He wrote on Twitter: “Speaker agrees my request to recall Parliament on Thurs. There’ll be a clear Govt motion & vote on UK response to chemical weapons attacks.”

Foreign Secretary William Hague has declined to rule out action, such as targeted air strikes, being launched within days.

But Mr Cameron – who is holding a National Security Council (NSC) meeting on Wednesday – is under pressure to be able to legally justify any intervention.

A build-up of military aircraft at Britain’s base on Cyprus, RAF Akrotiri, suggested that planning had reached a developed stage.

Sky’s Foreign Affairs Editor Tim Marshall said any potential action “would be a punch on the nose for the Assad regime. I don’t think the US is ready for Assad to go because they are frightened of who would take his place.”

But Syria insists it will not submit quietly to an attack.

“We have two options: either to surrender, or to defend ourselves with the means at our disposal,” said Syrian foreign minister Walid Muallem.

“The second choice is the best: we will defend ourselves.”

Mr Muallem also claims Tuesday’s UN inspections of alleged chemical attack sites had to be scrapped because of disputes between rebels.

The UN inspections will take place on Wednesday instead, Mr Muallem said.

Syria denies using the chemical weapons and Russia – which supplies arms to Syria and is the regime’s most powerful ally – has backed claims that video footage of victims could be opposition propaganda.

“I challenge those who accuse our forces of using these weapons to come forward with the evidence,” Mr Muallem said.

The Arab League has accused the Syrian regime of carrying out the suspected gas attack and Saudi Arabia has called for “firm and serious” action against the state.

The US postponed a Syrian crisis meeting with Russia that was scheduled for this week because of America’s ongoing review of the attack.

And deputy prime minister Dmitry Rogozin claimed western countries are behaving in the Islamic world like a “monkey with a grenade”.

Russia’s emergencies ministry has told Sky News that it is sending a plane to Syria today to take in humanitarian aid and is planning to bring around 150 of its citizens out.

It is unclear whether Obama would seek authority from the UN or Congress before using force. But it is likely Russia and China would block US efforts to authorise action through the UN Security Council.

Meanwhile, wary investors have exited world markets because of the talk of potential military intervention.

“PARIS — French President Francois Hollande said Tuesday that his country is prepared to take action against those responsible for gassing people in Syria.

“France is ready to punish those who took the heinous decision to gas innocents” in Syria last week, Hollande said at a conference with France’s ambassadors. He did not elaborate.

“I have decided to increase our military support to the National Syrian Coalition,” the main Syrian opposition group in exile, he also said.

France, one of Europe’s biggest military powers, has not specified what preparation it is taking for any possible international action against Syrian President Bashar Assad’s regime.

But on Monday Hollande said time is running out for the Syrian regime and airstrikes are a possibility. “Everything will come into play this week,” he told Le Parisien newspaper. “There are several options on the table, ranging from strengthening international sanctions to airstrikes to arming the rebels.

“In violence-stricken areas, the breakdown of essential services is adding to the woes of hundreds of thousands of people.

“This is not a life worth living,” said Bilal, a resident of Rural Damascus. “Together with dozens of other families, we’re crowded into an unfinished building shell without electricity or water. Even if the shelling around us were to stop, there would still be the heat, the flies buzzing over our heads and the stench of the garbage outside.”

Areas plagued by heavy fighting, including Rural Damascus, eastern parts of Aleppo and Deir Ezzor and the governorate of Raqqa, are enduring breakdowns of essential services such as the supply of electricity and water and the collection of garbage.

“Many water stations have been damaged and can no longer supply the communities that depend on them,” said Jean-Marc Burri, in charge of the ICRC’s water and sanitation activities in Syria. “Furthermore, waste management services, including the collection of garbage, have become almost non-existent in some areas where fighting has been taking place, or only continue to be performed through the efforts of the people living there.”

“The failure to remove refuse for lengthy periods of time could have a serious impact on the well-being of entire communities,” he said. “Piles of garbage are ideal breeding grounds for disease and parasites.”

To help ward off any public health catastrophe, the ICRC launched a number of projects aimed at improving overall sanitary conditions. “We’re trying to improve, as far as possible, the conditions in which people affected by the fighting have to live,” said Mr Burri.

Thanks to the joint efforts of the ICRC and the Syrian Arab Red Crescent, garbage in Aleppo’s Jisr Al-Haj area was collected and disposed of over the past couple of weeks. In addition, insecticides were sprayed in Aleppo and Idlib to help control parasites. Furthermore, ICRC engineers worked together with the Syrian Arab Red Crescent and local water boards to carry out emergency repairs in areas of heavy fighting to ensure the availability of clean potable water.

Since the beginning of August, in cooperation with the Syrian Arab Red Crescent, the ICRC has also:

  • provided local water boards in Rural Damascus, Damascus, Aleppo, Lattakia, Sweida, al-Hassakeh, Deir Ezzor, Tartous, Homs and Idlib with technical expertise, equipment and supplies, including pumps and generators;
  • continued to upgrade water, housing and sanitary facilities at more than 45 public sites in eight governorates where displaced people are living, while completing work at another 14 sites in three governorates.

The ICRC’s health department has:

  • assessed two hospitals in Hama to which it donated surgical supplies for the full treatment of 100 seriously injured patients;
  • provided the Syrian Arab Red Crescent branch in Hama with medical assistance, including chronic disease medication for the treatment of 450 patients;
  • supplied the Syrian Arab Red Crescent with medications for 2,500 children.

The ICRC’s relief department has:

  • supplied food parcels for some 260,000 people in Deir Ezzor, Hama, Aleppo, Rural Damascus, Lattakia, Homs, Idlib and Damascus governorates;
  • provided mattresses and blankets for 60,000 people in Rural Damascus, Homs, Hama, Lattakia, Deir Ezzor and Damascus;
  • supplied kitchen sets (cooking pots, plates, cups and cutlery) for more than 30,000 people in Hama, Homs, Deir Ezzor, Lattakia and Damascus;
  • supplied hygiene items (shampoos, soaps, washing detergents, female hygiene items, etc.) to some 70,000 people in Hama, Homs, Deir Ezzor, Rural Damascus and Lattakia.” – ICRC

Police officers have been sent to parts of Gloucestershire to “provide reassurance” after speculation that a pilot badger cull could soon begin.

However, Gloucestershire Police has confirmed its planned response to the cull had not yet been activated.

Pilot culls are being trialled to tackle TB in cattle and will run over a six-week period in parts of west Somerset and west Gloucestershire.

The cull in two pilot zones could begin as soon as Monday night.

It is thought the cull could start in West Somerset, around Taunton and Minehead. A further cull is expected in West Gloucestershire by the end of the week.

‘Minimise disruption’

Gloucestershire Police said media and social media speculation had led to some concern in local communities.

“As a result, we will be deploying a proportionate policing response in Gloucestershire over the Bank Holiday weekend to provide reassurance to those communities and minimise any potential disruption to their lives,” a spokesperson said.

“This is in keeping with our commitment to deliver an effective local policing service before, during and after the proposed cull.”

Campaigners have fought the plans since the test areas were revealed last year. They argue a cull is inhumane and ineffective in controlling the disease in cattle.

On Monday, around 100 protesters wearing badger masks held a candlelit vigil in Minehead.

The Department for the Environment, Food and Rural Affairs (Defra) has said the cull is necessary and, carried out in the right way, can make a meaningful contribution to controlling TB.

Elsewhere, Jay Tiernan – a spokesman for the Stop the Cull group – has been arrested on suspicion of aggravated trespass at the Defra-run Aston Down Wildlife Unit.

The unit does not fall within the pilot cull zone, which covers part of the west of the county.

Mr Tiernan was named in a High Court injunction that was granted last week to restrict some protests.

Labour’s badger culling trial – a £50m, 10-year study on whether culling badgers helps reduce bovine TB – concluded: “The reductions in cattle TB incidence achieved by repeated badger culling were not sustained in the long term after culling ended, and did not offset the financial costs of culling. These results … suggest that badger culling is unlikely to contribute effectively to the control of cattle TB in Britain.”

Labour’s approach in government was led by that science. We supported the development of a badger vaccine. Yet the government cancelled five of the six badger vaccine trials.

A cull will be bad for farmers, bad for taxpayers and bad for wildlife. The government’s own analysis says that it will cost more than it saves, put a huge strain on police given the expected protests, and will spread bovine TB in the short-term as badgers are disrupted by the shooting.

The taxpayer-funded policing costs are £4m for just the two cull areas. If the cull is rolled out to 10 new zones each year, these costs will balloon.

To bring this disease under control, we need stricter management of cattle movements and to prioritise badger and cattle vaccination. We should be building alliances in the EU to get restrictions on vaccinating cattle lifted.

Farmers fear militant protesters will descend on the county and Somerset, where more than 5,000 badgers are due to be shot over two months.

The National Farmers Union was granted injunction on Thursday restricting the movement of protesters after it claimed farmers had been subject to harassment and intimidation.

Jay Tiernan, who speaks on behalf of the Stop the Cull group, said around 100 people will be patrolling the cull zones in Gloucestershire and Somerset every night.

A spokesman for Gloucestershire Constabulary said today: “The proposed pilot badger cull is managed by Natural England under license from DEFRA. In Gloucestershire, the cull will be undertaken by a private operating company.

“It will be up to them to determine where and when it starts.

“Gloucestershire Constabulary has been planning its response to the cull since it was first announced.

Syria: Inspectors Find ‘Valuable Evidence’

United Nations chief Ban Ki-Moon is confident that inspectors will do their job – after they survived a sniper attack in Damascus.

Chemical weapons experts gathered “valuable” evidence on a suspected chemical weapons attack near Damascus despite coming under sniper fire, United Nations officials said.

The team’s lead vehicle was “deliberately shot at multiple times” as they left a government checkpoint during a visit to part of the city where hundreds of people were allegedly killed, Martin Nesirky told Sky News.

Prime Minister David Cameron spoke to Russian President Vladimir Putin after cutting short his holiday and is expected to make a decision about recalling Parliament tomorrow as the diplomatic crisis over Syria’s civil war deepens.

None of the UN inspectors, who were dressed in body armour, was injured in the attack, which came after two mortar bombs landed close to their hotel.

It was not clear who was responsible for the sniper attack, which damaged the vehicle’s tyres and front window, although Bashar al Assad’s regime blamed the mortar fire on rebel fighters.

After the shooting, the UN inspectors were able to change vehicles and meet victims of the alleged chemical attack, taking samples for testing before returning to their hotel in Damascus.

UN Secretary General Ban Ki-Moon did not blame either side for the convoy attack but said he had told his disarmament chief Angela Kane to make a “strong complaint” to the Syrian government.

His spokesman Farhan Haq said in New York: “Despite the passage of a number of days, the Secretary General is confident that the team will be able to obtain and analyze evidence relevant for its investigation of the August 21 incident.”

The Assad regime said the inspections in Zamalka and Ein Tarma districts will prove allegations that chemical weapons were used against civilians, including children, were “lies”.

The opposition claimed 1,300 people were killed, while Doctors Without Borders said 355 people died in hospital from “neurotoxic” symptoms.

Mr Ban said the people of Syria deserved to know the truth, adding: “We cannot allow impunity in what appears to be a grave crime against humanity.”

The international community continues to consider its response to the crisis, with the Foreign Secretary warning military action may be the only remaining option.

David Cameron ended his holiday so he can chair of a meeting of the UK’s National Security Committee on Wednesday and discussed the crisis with President Putin by telephone, Downing Street confirmed.

Mr Putin disagreed with Mr Cameron’s assertion that there was “little doubt” the attack was carried out by the Syrian regime, A No 10 spokesman said.

Hopes of a peace conference in Geneva appear to be receding, with sources in the Syrian opposition telling Reuters the talks are “off the table” after the alleged chemical attack.

William Hague said Britain and other countries could respond to the alleged attack without the unanimous backing of the UN, telling the BBC: “Otherwise it might be impossible to respond to such outrages, such crimes.”

Deputy Prime Minister Nick Clegg has cancelled a planned trip to visit British troops in Afghanistan so he can attend the security committee meeting.

Shadow foreign secretary Douglas Alexander urged the Prime Minister to recall Parliament to “make his case in advance of a decision being made”.

Meanwhile, French politicians are preparing to meet “in the coming days” to decide whether to respond with force, according to the country’s foreign minister Laurent Fabius.

There is mounting speculation that France, together with Britain and the US, could back limited airstrikes to demonstrate that deployment of chemical weapons will not be tolerated.

However, Mr Assad said military intervention by the US would fail.

“Failure awaits the United States as in all previous wars it has unleashed,” the Syrian president said in an interview with Russian newspaper Izvestia.

Describing the chemical weapons accusations as “nonsense”, Mr Assad added: “Would any state use chemical or any other weapons of mass destruction in a place where its own forces are concentrated? That would go against elementary logic.

“Accusations of this kind are entirely political and the reason for them is the government forces’ series of victories over the terrorists.”

Mr Assad received backing from two of his main allies, with Russia’s Foreign Minister Sergei Lavrov warning that the use of force without a UN mandate would violate international law.

Urging the West not to go down a “dangerous path”, he said: “If anybody thinks that bombing and destroying the Syrian military infrastructure, and leaving the battlefield for the opponents of the regime to win, would end everything – that is an illusion.”

Meanwhile, Iran’s Supreme Leader Ayatollah Ali Khamenei blamed countries outside the Middle East for the turmoil and said states in the region backing the Syrian opposition would be damaged by the conflict.

“The main reason behind the status quo in the region is interference from outside the region,” the state news agency Fars quoted Khamenei as saying in a meeting with Oman’s Sultan Qaboos.

UN experts looking into claims that Syria has deployed chemical weapons against its own people have been forced to abandon their investigation after they were shot at by snipers near Damascus.

UN experts were ‘deliberately’ targeted as they travelled in convoy to the site of the alleged atrocities in Syria. One car was damaged but no injuries was reported.

The inspectors were travelling to the site of the attack in a suburb of Damascus after the regime – which blames any chemical weapon use on opposition forces – gave its permission almost a week after the incident.

Despite a temporary ceasefire being agreed, their first vehicle was “deliberately shot at multiple times by unidentified snipers in the buffer zone area” , a spokesman for UN Secretary-General Ban Ki-moon said.

“As the car was no longer serviceable, the team returned safely back to the government checkpoint. The team will return to the area after replacing the vehicle,” he added.

The UN appealed for co-operation from both sides to allow the team access to the site.

The tropical wave that crossed over Mexico’s Yucatan Peninsula and entered the Gulf of Mexico’s Bay of Campeche over the weekend has rapidly spun up into Tropical Depression Six, according to surface, satellite, and radar data. Satellite loops show that TD 6 is a small storm, and heavy rainfall will be the main threat. Radar images from Alvarado, Mexico show heavy rain bands from TD 6 are already over land, and the 4 – 8 inches of rain TD 6 will bring to the coast is capable of creating flash flooding and dangerous mud slides. The depression has precious little time to develop before moving inland over Mexico near Veracruz early Monday morning, but with low wind shear, warm waters of 30°C, and the topography of the Southern Gulf of Mexico to help it spin up, TD 6 will probably be Tropical Storm Fernand Sunday night. An Air Force hurricane hunter aircraft will investigate the depression Sunday evening.

Scotland: Helicopter ditches in North Sea off Shetland – 4 oil workers dead (named), 14 others rescued – 240813 1635z

Three people were missing after a helicopter carrying 18 people crashed into the sea off the coast of Scotland on Friday.

The Coastguard said 15 people had been rescued and were taken to hospital, but three are unaccounted for.

The incident happened near the Shetland Islands, northeast of Edinburgh, and involved a Super Puma helicopter taking 16 passengers and two crew members to and from oil and gas platforms.

The Department of Transport issued an statement on behalf on the Air Accidents Investigation Branch stating it was “aware of incident” and has deployed a team. An air and sea search is continuing, with three helicopters and two lifeboats involved.

“Our two lifeboats are searching for those three unaccounted for,” said Tim Ash, a spokesman for Royal National Lifeboat Institution. Wreckage from the crash has been spotted, said Ash, who added that rescue teams were dealing with strong tides and poor visibility. “Winds are not particularly strong but visibility is not good. Those are the circumstances that our volunteers are facing,” he said.

A spokeswoman for the Coastguard said two life rafts from the helicopter were located and found empty.

The helicopter suffered a “catastrophic loss of power” and ended up upside down in the North Sea, triggering a massive rescue.

“Police have named the four oil workers who died after a helicopter ditched into the sea on its way to Shetland.

The victims are: Duncan Munro, 46, from Bishop Auckland; Sarah Darnley, 45, from Elgin; Gary McCrossan , 59, from Inverness; and George Allison, 57, from Winchester.

The Super Puma L2 went down at approximately 6.27pm on Friday, around two miles west of Sumburgh airport as it was returning to Shetland from the Borgsten Dolphin platform.

The helicopter was carrying 16 workers and two crew.

“The bodies of three people have been recovered and work is underway to recover the body of the fourth person,” Police Scotland said in a statement.

The body of the fourth victim is understood to be in the wreckage of the aircraft.

All the families have been informed.

A search operation involving coastguard, police, RAF and local lifeboats was able to rescue 14 people from the sea, including the two crew. They were taken to Gilbert Bain Hospital in Lerwick.

“Five were discharged and nine detained overnight either for observation or suffering from exposure,” the police statement said.

The helicopter is reported to be in several pieces but the wreckage has now been secured by the RNLI (Royal National Lifeboat Institution).

Helicopter operator CHC, which operates in 30 countries, said on its website that it was temporarily suspending all Super Puma L2 flights worldwide as a precaution.

It has also suspended flights in Aberdeen “as a mark of respect”.

Amanda Smith, the mother of one of the workers, Sam Smith, said that her son had telephoned her from hospital after suffering cuts in the crash.

She told Sky News: “He said it seemed to lose power and there was no time to brace, they just dropped into the sea.

“He was by the window so he was able to escape that way as it rolled over.

“He said he had come off better than a lot of people. It didn’t seem real, I would say two hours later it’s just beginning to sink in.”

CHC said it was flying for French oil company Total and that the aircraft had lost communication as it approached the airport on the southern tip of Shetland’s main island.

The four people who died were working for Total through contractor organisations.

A CHC spokesman said: “The aircraft was on approach to Sumburgh Airport at approximately 6.20pm when contact was lost with air traffic control.”

Mark Abbey, regional director for CHC, expressed his “heartfelt sympathies to all those involved” but said the company would not be speculating about the cause of the crash.

Investigators from the Department for Transport’s Air Accidents Investigation Branch are looking into the incident.

The helicopter was upside down in the water when rescuers arrived, said Sky’s James Matthews in Aberdeen.

“At least three of the four who died had trouble getting out of the wreckage. One body remains in there this morning,” said Matthews.

The survivors were aided by waterproof immersion suits that helped keep them afloat and warm in the North Sea.

The tide – which was heading towards the land – also helped survivors.

Jim Nicholson, RNLI rescue co-ordinator, said: “There appears to have been a catastrophic loss of power which meant the helicopter suddenly dropped into the sea without any opportunity to make a controlled landing.”

Last year, two Super Puma helicopters ditched in the North Sea only six months apart.

All passengers and crew were rescued in both incidents, which were found to be caused by gearbox problems.

However, the latest incident marks the fourth in four years involving Super Puma aircraft.

In April 2009, 16 people died when a helicopter returning from BP’s Miller platform crashed 11 miles from Peterhead after a “catastrophic failure” in part of its main gearbox.

The Unite union’s Scottish Secretary, Pat Rafferty, said the safety record was “unacceptable” and called on the oil and gas industry to use “every means at their disposal to demonstrate that its fleet is fit for purpose”.

Bob Crow, head of the RMT union, said he expected an “outpouring of  anger” after the latest incident.

“The entire Super Puma fleet must remain grounded until the causes of this latest event are established,” said Mr Crow.

An investigation into the cause of the tragedy is under way.

RNLI rescue co-ordinator Jim Nicholson said the helicopter – carrying workers from an oil rig – apparently suffered a “catastrophic loss of power”.

He said it appeared the aircraft had “suddenly dropped into the sea without any opportunity to make a controlled landing”.
Amanda Smith, whose son Sam was on the helicopter, told Sky News it suddenly lost power and those on board had “no time to brace”.

“He was by the window so he was able to escape that way as it rolled over,” she said.

“He said he had come off better than a lot of people, [those] were his words.”

Tim Ripley, an aviation expert with Jane’s Defence Weekly, told the BBC there were “many possible scenarios” behind the helicopter crash.

He said: “The most common one at low level for aircraft and helicopters is bird strikes.

“If one of these helicopters ingested a bird it would cause a very, very nasty accident.

“But it doesn’t seem like that because we have no reports of collisions, which points towards a failure of the engine and the mechanical systems on the helicopter.”

A total of 18 people were on board the helicopter.The 14 survivors, including the two crew members, were taken to Gilbert Bain Hospital in Lerwick for treatment.

Police Scotland said five were discharged a short time later and nine were detained overnight either for observation or suffering from exposure.

The ditched helicopter was found broken into several pieces up against rocks.

Boats, including a ferry and a cargo ship, joined lifeboat crews from Lerwick and Aith and helicopters from the coastguard, RAF Lossiemouth and two Bond rescue helicopters to search for survivors.

The AS332 L2 helicopter, carrying passengers crew from the Borgsten Dolphin oil rig in the North Sea, was operated by CHC for Total, taking people to and from oil and gas installations.

Oil firm Total confirmed that the three men and one woman who died all worked for contract organisations.

‘Lost power’
Earlier, Mr Nicholson told the BBC the helicopter had been in a “fairly inaccessible position… near the cliffs”, with weather in the area not “particularly good”.
A CHC spokesman confirmed that an L2 aircraft landed in the water, approximately two miles west of Sumburgh on Friday.

“The aircraft was on approach to Sumburgh Airport at approximately 6.20pm when contact was lost with air traffic control,” he said.

In a later statement, the company said the cause of the incident was unknown but Super Puma L2 flights would be suspended worldwide.

“Also, in deference to the incident and the investigation, we are suspending all flights [on] Saturday by our UK operations,” the company added.

Bond Offshore Helicopters also said it would not be operating any of its Super Puma aircraft fleet, with the exception of its Jigsaw rescue aircraft which would be available for life at risk missions.

Michael Bull, whose son Samuel was rescued, said: “We understand he was on his way back from a rig and the helicopter lost power suddenly and immediately ditched into the water.

“He managed to escape straight away because he was right by an exit and I understand soon afterwards that the helicopter turned over.”

“La Paz, Baja California Sur (BCS). Alrededor de 200 casas inundadas y 400 personas evacuadas es el balance hasta que la depresión tropical que azotó hoy Ivo noche a la mañana el sábado y el domingo por la mañana la ciudad de Loreto, al norte de Baja California Sur.

De acuerdo con autoridades de Protección Civil informó arroyo San Telmo estatales y municipales de gestión provocó la evacuación preventiva de unas 400 personas en las colonias Obrera, Palmeiras y el norteño municipio de Zaragoza de Loreto.

El jefe de la Unidad de Protección Civil, Carlos Enríquez Rincón informó que las lluvias de las últimas horas, especialmente en la zona montañosa, causaron el desbordamiento del río que llegó a las colonias de la zona urbana, por lo que era necesario para su desalojo.

“Llovió mucho en la Sierra de la Giganta y que hizo crecer los arroyos en el San Telmo dodo, las personas que viven en zonas de riesgo y custodia requerida”, dijo.

El director de Protección Civil de Loreto, Francisco García Duarte, señaló que de las 400 personas evacuadas, la mayoría se fueron a un refugio con familiares, pero dos escuelas fueron colocados para apoyarlos.

Extreme Dam Flood Waters Typhoon Trami

Westpacwx Author and Extreme Weather Videographer James Reynolds arrived at the Shimen Dam in Northern Taiwan the morning of the 22nd  of August 2013. When he arrived the dam had its spill ways open and was releasing excess water from the reservoir third largest reservoir in Taiwan in a spectacular fashion.  The dam that holds the lake back is also hydro plant as well as used for flood control.

 

Typhoon Trami dumped over 600mm of rain over the last 72 hours (verified from CWB website) over portions of Taiwan. This led to release of the access water.

 

The footage above includes shots of the spillway releasing flood waters, local people coming to see the flood waters taking photos etc, includes extreme close up of water blasting out of the dam near the main generator building including a short on camera standup.

 

The Shihmen Resevoir is one of several key reservoirs in the Tamsui River system used to cut peak flood flows during typhoon events. Dam releases are coordinated with those from Feitsui Dam to the east in order to reduce the severity of flooding.  It provides water to over a million people in Northern Taiwan.”

Bees are dying in their millions. It is an ecological crisis that threatens to bring global agriculture to a standstill. Introduced by Martha Kearney, this documentary explores the reasons behind the decline of bee colonies across the globe, investigating what might be at the root of this devastation.

Honey bees are the number one insect pollinator on the planet, responsible for the production of over 90 crops. Apples, berries, cucumbers, nuts, cabbages and even cotton will struggle to be produced if bee colonies continue to decline at the current rate. Empty hives have been reported from as far afield as Taipei and Tennessee. In England, the matter has caused beekeepers to march on Parliament to call on the government to fund research into what they say is potentially a bigger threat to humanity than the current financial crisis.

Investigating the problem from a global perspective, the programme makers travel from the farm belt of California to the flatlands of East Anglia to the outback of Australia. They talk to the beekeepers whose livelihoods are threatened by colony collapse disorder, the scientists entrusted with solving the problem, and the Australian beekeepers who are making a fortune replacing the planet’s dying bees. They also look at some of the possible reasons for the declining numbers – is it down to a bee plague, pesticides, malnutrition? Or is the answer something even more frightening?

AL MANAR at 15-08-2013 – 16:40: “At least 40 people were injured Thursday evening by an explosion probably caused by a gas cylinder just before a fireworks display in Japan’s Kyoto prefecture, reports said.

Public broadcaster NHK said the cylinder was located close to a drinks and snacks counter put in place for a grand fireworks festival which takes place each summer in Japan.

An explosion was heard around 7:25pm local time and the counter and other objects were thrown in the air as a fire started and people fled, according to accounts and photographs posted on the Internet.

Many were badly hurt including two who received burns across their whole bodies, according to firefighters quoted by the channel.

“Authorities said emergency workers from Hong Kong and mainland China rescued 21 crewmen from a cargo vessel which capsized on Wednesday morning.

Local media reports said the 190-meter long cargo ship ‘Trans Summer’ leaned on its side and eventually sank in waters about 80 kilometers southwest of Hong Kong amid waves of up to 15 meters high generated by Typhoon Utor.

Helicopter rescue teams saved 21 crew members from a cargo ship that sank off Hong Kong on Wednesday after Severe Typhoon Utor caused waves of up to 15 metres, officials said.

The crew abandoned ship as the 190-metre-long bulk carrier Trans Summer sank 80 kilometres southwest of Hong Kong, the citys Flying Services said.

Investigators on scene after missing pilot’s body found

The search for the missing 16-year-old Kamloops pilot has ended in tragedy.

The body of Lorne Perreault and the downed Cessna 172 were found by the Royal Canadian Air Force and a search-and-rescue crew in the Cache Creek Hills, west of Kamloops at 6:30 p.m. on Wednesday.

Today, police are investigating at the scene trying to determine the cause of the crash.

The RCAF used a helicopter to lower the search and rescue crew to retrieve Perreault’s body, which was taken to the Kamloops Airport where he was pronounced dead by the coroner.

The 16-year-old pilot was reported overdue on August 6 after he failed to return to the Kamloops airport following a routine solo flight. At the time of the crash, Perreault was training for his private pilot’s license.
