Yachtsman in dramatic rough seas lifeboat rescue nr mouth of River Mersey – Published 29 Aug 2012 1512Z

  • Author: Bob Warwick – New Brighton & Steve Armitage – Hoylake

At 1728 on Saturday 25th of August, Liverpool Coastguard requested the launch of lifeboats from Hoylake and New Brighton to assist a single handed yachtsman who had got into difficulty in the approaches to the River Mersey.

Hoylake’s all-weather lifeboat Lady of Hilbre, under command of RNLI Coxswain Dave Whiteley and New Brighton’s Atlantic 85 B-837 Charles Dibdin with Dave Hicks at the Helm were launched into rough seas and made best speed toward the position of the casualty given by the Coastguard; the exact position of the casualty was later confirmed by radio direction finding equipment on board the Lady of Hilbre.

Both lifeboats arrived on the scene within minutes of each other, as the weather was deteriorating, it was decided to transfer a crew member from the Lady of Hilbre to the Catamaran via the Charles Dibdin to assist the owner with lowering sails and connecting a tow, once complete a course was set for moorings at New Brighton.

Dave Hicks helmsman in charge of the Charles Dibdin reported ‘ During the rescue at times we experienced 10-15 foot waves with wind speeds I estimate at Force 7 gusting 8 plus heavy squalls and very limited visibility. The vessel was located approximately 8 miles from New Brighton – in the Queens Channel, beyond the wind farm when we reached him.’

Coxswain Dave Whiteley said ‘Towing the vessel was a long slow process for Hoylake Lifeboat due to the wind over tide conditions, but progress was made and with New Brighton Lifeboat in attendance, a mooring was reached, and with some difficulty due to the weather, the mooring was connected.’

The owner returned to safety on the New Brighton Lifeboat and both craft returned to station, to be washed off and refuelled.

Graham Sale Lifeboat Operations Manager at New Brighton said ‘ When the casualty reached the station at 9:30pm he was shaken and exhausted by his experience and very grateful to both RNLI crews who had assisted him. This rescue was a tribute to the dedication of the RNLI volunteers who selflessly put themselves in harms way to assist others and a great example of team work between stations. I can but stress again how its vital to ensure that before setting off you know your limitations and are fully conversant with the weather forecasts and build in appropriate contingency’

The rescued yachtsman said on the following day ‘ I cannot speak highly enough of the gallantry and dedication of the RNLI volunteers without who assistance yesterday I may not have been here today. I found myself in conditions that I had not experienced before and although I had checked the weather forecast I had not made sufficient allowance for potential change and have learned that lesson the hard way’ – RNLI

‘Alarming increase’ in laser attacks on aircraft – Published 29 Aug 2012 1417Z

Today the crew at the Devon and Cornwall Police Air Operations Unit have been speaking to members of the press with regard to the alarming increase in laser attacks on aircraft.

This morning Simon Hall from the BBC visited the unit and produced a good report on the issues which Spotlight ran this evening and placed on their website.

Here are some links to the stories and a video of a laser attack on the Devon and Cornwall police helicopter from earlier this year.

Author Christine Negroni says:

  • There has been “ninefold increase over five years” in laser illuminations of aircraft
  • Eye doctors are “shocked” that high-powered lasers are available on the Internet with no purchase restrictions.
  • A U.K. physician says the U.S. limit should be 1 mW, that even at 5 mW laser pointers have “acute” dangers.

This appears to be a growing problem around the world, aircraft are at risk and sadly there will be a tragic, major aircraft incident/accident in the future if this trend of laser attacks is not stamped on hard and fast!

Latest Video Update on Typhoon Tembin (Bagyong Igme) and Typhoon Bolaven (Bagyong Julian). This is a long video update so if you are only interested in one storm, our update for Tembin begins at 1:05 while our update for Bolaven begins at 6:02 Also a brief update on Tropical Storm Isaac in the United States at around 11:40

Tembin is now moving east of Taiwan and much of the heavy rains have moved offshore. It is forecast to begin weakening to a Tropical Storm tomorrow as it heads north. It will likely move within 250km east of Shanghai by Thursday morning and could eventually make landfall in North Korea by Friday morning.

Meanwhile, Typhoon Bolaven is now about to make landfall in North Korea (located WEST of Seoul) and is also starting to lose tropical characteristics. Heavy rains have paralyzed air traffic and has also caused more than 200,000 outages across South Korea. Unfortunately, the threat of heavy rains will continue for North Korea tonight and into tomorrow, with the possibility of 200mm of rain or more.

Finally, we have a brief update on Tropical Storm Isaac which could make landfall in New Orleans, LA in the next 24 hours. It is still forecast to become a hurricane before landfall and is bringing the threat of heavy rains along with storm surge.

This video is NOT OFFICIAL! Please continue checking out your country’s weather bureau for the latest official warnings and forecasts for your area.

Strong typhoon sets eye on Okinawa this weekendPosted 8/24/2012by Senior Airman Maeson L. Elleman
18th Wing Public Affairs8/24/2012 – KADENA AIR BASE, Japan — All of Okinawa is hunkering down in anticipation as Typhoon Bolaven approaches the doorstep of the small Pacific island and the Asian East coast.Bolaven, with sustained winds expected to reach roughly 120 knots (140 mph) and gusts projected to reach nearly 150 knots (roughly 170 mph), is projected to hit the island early Sunday morning. With such a potent threat inbound, Brig. Gen. Matt Molloy, 18th Wing commander, stressed that it’s paramount for the island’s inhabitants to properly prepare before the storm hits.”This is the most powerful typhoon forecast to hit the island in 13 years,” the commander said. “I can’t stress enough how dangerous Typhoon Bolaven is. Take the time today and tomorrow to secure your outdoor items and get the supplies you need to weather this storm. Tie down your outdoor items and work with your neighbors to help them – especially those whose spouses are deployed, TDY or TAD.”Friday, Kadena initiated tropical cyclone condition of readiness (TCCOR) 3, meaning winds of 50 knots or greater are anticipated within 72 hours.Though TCCORs outline an estimated time of arrival for the storm, warmer or cooler seas can speed up or slow down the cyclone unpredictably. In the mean time, Status of Forces Agreement-status personnel on the island need to use their chains of command for the most accurate information. They should also monitor the Kadena Air Base Facebook page at http://www.facebook.com/KadenaAirBase for updates as they become available. For more information on typhoon preparations, visit the typhoon section of the Okinawa Emergency Action Guide here.”This is not just another typhoon,” the general said. “If we all follow the typhoon procedures and take care of each other, we will all make it safe through this typhoon. Twelve dead, 10 missing as typhoon pounds South Korea

SEOUL: Twelve people were killed and 10 were missing after a strong typhoon pounded South Korea Tuesday, uprooting trees, sinking ships and cutting power to almost 200,000 homes.By early evening Typhoon Bolaven – the strongest to hit the South for almost a decade – had moved to North Korea, which is still struggling to recover from deadly floods earlier this summer.Hundreds of flights in the South were grounded, ferry services were suspended and schools in Seoul and several other areas were closed.Bolaven left a trail of death and damage in southwestern and south-central regions of the country, although it was little felt in central parts of Seoul.Off the southern island of Jeju, the storm drove two Chinese fishing ships aground early Tuesday, sparking a dramatic rescue operation.Coastguards wearing wetsuits struggled through high waves and then used a line-launcher to fire ropes to one ship, a coastguard spokesman said. The other boat broke apart.Rescuers saved 12 people while six swam ashore, but 10 crew members are still missing, the spokesman said. Five bodies were recovered.

In the southern county of Wanju, a 48-year-old man was killed by a shipping container flipped over by gale-force winds, the public administration ministry said.

An elderly woman was crushed to death when a church spire collapsed onto her house in the southwestern city of Gwangju, while another elderly woman was blown off the roof of her home in the western county of Seocheon.

A workman fell from the roof of a hospital in the southwestern port of Mokpo. At Imsil county in North Jeolla province, a 51-year-old man died while clearing toppled trees.

In Yeongkwang county west of Gwangju, a 72-year-old man suffered fatal head injuries when his house wall collapsed. At Buyeo city in South Chungcheong province, a woman aged 75 died after falling due to strong winds.

A 77,000-tonne bulk carrier broke in two off the southeastern port of Sacheon but no casualties were reported, the public administration ministry said.

The transport ministry said all 87 sea ferry services had been halted. A total of 247 flights – 183 domestic and 64 international – have been cancelled since Monday.

The typhoon – packing winds of 144 kilometres (90 miles) per hour at one time – brought heavy rain and strong winds to southern and western areas. It toppled street lights and signs, shattered windows, uprooted trees and tore off shop signs.

The National Emergency Management Agency said 197,751 homes in Jeju and the southwest and south-central regions lost power.

A total of 83 people, mostly in the southwest, were evacuated from their homes and taken to shelters. Some 21 homes were damaged.

The US and South Korean armed forces called a temporary halt to a large-scale joint military exercise that began last week.

After sweeping up the Yellow Sea to the west of South Korea, Bolaven made landfall in North Korea in the early evening.

The impoverished nation is already struggling to recover from a devastating summer drought, followed by floods which killed 169 people, left about 400 missing and made 212,000 people homeless, according to official figures.

Weather officials said Typhoon Tembin was also threatening the Korean peninsula, and was forecast to be some 200 kilometres west of Jeju early Friday. – AFP

Monday 20 Aug 2012 0842 BST: Coastguard say the search for a 4-year-old boy missing in the water at Burnham-on-Sea is now a recovery operation (BBC Somerset)

Rescue teams are continuing to search for a four-year-old boy who went missing at Burnham-on-Sea in Somerset on Sunday evening.

Emergency services were called at about 18:00 BST after the boy’s parents were seen going into the sea to try to rescue him.

They were treated at the scene for water ingestion.

Emergency services searched for part of the night, with teams from Clevedon, Weston, Watchet and Portishead.

The call was made by someone who saw the boy’s parents jumping in at the jetty, which is about two metres deep.

‘Very sad’

Dave Hughes from the Maritime and Coastguard Agency, said: “At one point we had five coastguard rescue teams, three search-and-rescue aircraft and six inshore lifeboats all searching that area.”

He said that at the time of the rescue the water was at high tide, but once it ebbed overnight teams were able to expand their search along the exposed area of beach.

The tide is expected to come back in at about 09:30 BST. Teams will decide then whether to wait until the tide is lower so they can see more of the coastline again.

BBC reporter Clinton Rogers, speaking from the scene at Burnham, said: “As I look out I can see two lifeboats, they are searching quite a long stretch of coastline – about a five-mile stretch as far out as Bridgwater Bay.

“It’s very sad to see the family looking out over the wall, desperately clinging on to hope of good news, but everyone is now convinced this is an operation that will eventually recover a body – that’s the sadness of it – but they’re not giving up.” – BBC Somerset

Coastguards are continuing what they now call a “search and recovery operation” as they look for a four year old boy missing at Burnham-on-Sea.

It’s believed the boy from Kettering was with his family when he fell off a slipway into the sea. Emergency services were called when his parents were seen in the water trying to rescue him.

As the tide began to go out late last night, the search continued.

This morning, an operation involving helicopters, lifeboats and hovercrafts carried on looking for the boy who had been missing for more than twelve hours. – ITV News

UPDATE: 23 Aug 2012 14:50:

Statement from Supt Keith McCoubrey, Head of Operations, Somerset West policing district.

“I can confirm we were called at about 12.30pm today by a member of the public to the body of a young boy found on the water’s edge near to the yacht club at Burnham-on-Sea.

The body is still to be formally identified but I believe it to be that of Dylan Cecil who went missing last Sunday evening.

“An intensive search was launched on Sunday and continued throughout the night into Monday morning to try to find the missing boy from Kettering.

“Well-rehearsed plans were rolled out involving the emergency services and agency partners including the police, fire, ambulance, HM Coast Guard, RNLI and Burnham-on-Sea Area Rescue Boat.

“I would like to thank all of these agencies for determination and commitment they demonstrated in their efforts to find Dylan.

“Dylan’s parents have been made aware,” said Supt McCoubrey.

Statement from Dylan’s family…

“We would like to thank everyone for their help and support during this difficult time.

“We would like to express our gratitude for all the messages of sympathy and support from both the local community and wider public across the nation.

“In particular we would like to thank the people involved in the search – the police, RNLI, HM Coast Guard and the Burnham-on-Sea Area Rescue Boat (BARB).

“We are still extremely traumatised but very grateful that it appears Dylan has been returned to allow us to bury our son.”

The family have requested that the media and public respect their privacy and allow them to grieve the loss of their son.

UK: Dramatic sea rescue at Soar Mill Cove, Salcombe, Devon – Published 210812 1700Z

Dramatic sea rescue of a surfer in the teeth of a South Westerly gale at Soar Mill Cove – who was snatched to safety in a boiling sea only yards from rocks at the picturesque beauty spot on Friday.

The whole incident was filmed by onlookers from the headland and posted on You Tube:

Youtuber Goodgums: A surfer was stranded in a riptide for 45 minutes before being rescued by the brave crew of a RNLI rib. Watch till the end where the boat is nearly capsized by the surf. The RNLI boats are crewed by volunteers and funded by donations. Please consider sending a donation

At the helm of the Salcombe RNLI Inshore Lifeboat was coxswain Sam Viles, with crew member Matt Davies and Dr Ester McLarthy, an RNLI medic.  Both Sam and Matt are part of the 12 strong staff that help run Salcombe Harbour with Harbourmaster Ian Gibson.

Five of Ian’s staff are volunteer lifeboatmen and the sixth a retained fireman.

Said Ian: “This is just fantastic what they did.  A surfer was caught in a rip tide in this Southerly Gale and he had become entangled in his surfboard leash. He had managed to stay afloat for 45 minutes until the Salcombe Lifeboat reached him. But they had to take the lifeboat into the surf-zone. You can see from the video how tricky this was. And hear the cheers from the onlookers when they finally get him aboard.”

He added: “It makes me very proud when I see members of my staff who volunteer to put themselves into these conditions to save a life, carry off such a spectacular feat of seamanship like this.  There were very real risks involved in this rescue as the near capsize of the lifeboat shows at the end of this video.”

Coxswain Sam said after the rescue: “It was a little bit hairy. But you don’t think about it that much.  We thought it was do-able and it was.  The problem was the surfer was tangled up in his leash that links him to his board. And he could not catch the grab line we threw to him.  I went in first with one engine so that if one got damaged I would have a spare but had to try again with both engines. We found a lull in the swell and pulled him aboard. When the big wave hit us the crew and myself only just manage to hang on.”

The lifeboat returned the surfer and landed him at Whitestrand, Salcombe, after receiving treatment for hypothermia by Dr McLarthy on board and was airlifted to Derriford Hospital for a checkup by the Devon Air Ambulance from South Hams District Council’s North Sands Car Park. The surfer who was uninjured and wore a wet suit made full recovery.

Problems just beginning for Philippines poor
Thursday August 16, 2012 – 22:30 EST

Humanitarian aid groups in Manila say problems are only beginning for the poor, after weeks of heavy rain in the Philippines brought floods that claimed at least 109 lives and displaced about 300,000 people.

The Philippines government has now announced a plan to clear metro Manila of low-lying shanty towns, home to about 300-thousand poor dwellers.

Chairman of Party of Labouring Masses, Sonny Melencio, told Radio Australia’s that if people are forced to move to the provinces they will struggle to find jobs.

“The government response to their plight is basically to move them out of their areas, of their communities and to relocate them in areas where there is no job, in areas where there are no facilities,” he said.

Mr Melencio says Philippines President Benigno Aquino had blamed the floods on low-lying shanty towns in urban Manila, and had asked one of his departments to clear the areas by blasting the houses.

Mr Melencio says by clearing the communities the government will displace around 700,000 people.

Many displaced residents have now been asked to leave evacuation centres and many areas of Manila are still flooded.

Water-borne illnesses are also a threat, Mr Melencio says, with medicine prices increasing rapidly.

“The medicine against leptospirosis has gone up 750 per cent, so I think it started with a few pesos.

“If you have some open wound and then you wade through the flood, then it gets infected and then all sorts of complications come in.

“The health situation is really very messy.”

Pro-LGBT hackers attack Uganda again

76 CRIMES

The homophobic government of Uganda continues to be pestered by pro-LGBT computer hackers.

Members of the hacker group Anonymous said today that, in retaliation for Uganda’s anti-gay policies, they seized control of the website of the Office of the Prime Minister and the database of the government’s Justice Law and Order Sector.

They added a photo of the recent Uganda Pride parade to the website. By the end of the day, it had been removed.

This attack follows a similar one in June.

The Anonymous activist reportedly downloaded the databases of both sites and  threatened that their contents may be revealed.

A statement from Anonymous said:

‘Today’s hack and deface of the Ugandan Prime Minister’s site was the latest in a long list of actions against the government and infrastructure of Uganda for crimes against LGBT people.

The father was exhausted, in shock and was treated with oxygen, while one of the boys, believed to be nine years old, had swallowed water.

Due to their condition, an RAF rescue helicopter landed on the beach to allow a paramedic winchwoman to asses them further. They were then taken by helicopter to Morriston Hospital.

Austria: 70-year-old man rescued after spending week stuck in glacier – Published 14 Aug 2012 1532 GMT/UTC

AFP: VIENNA — Austrian mountain rescuers on Tuesday extracted a 70-year-old German man claiming to have been stuck for around a week in a glacier crevasse, police said, calling it incredible that he was still alive.

The climber, who has not been named, was only slightly injured after his ordeal although he was very cold and exhausted. He was airlifted to hospital in Innsbruck in western Austria by helicopter.

He told rescuers that he had set off around a week ago without crampons and that around 3,000 metres (10,000 feet) up he had slid into the 20-metre crevasse. Other mountaineers were eventually alerted by his cries and called in rescuers.

“It is a sensation that he survived there for a week,” police said. “He was very lucky.”

Naked Fisherman Rescued from Sharks – Published 13 Aug 2012 1750 GMT/UTC

Naked Fisherman Rescued from Sharks

A TV news helicopter assisted in the rescue of a naked fisherman surrounded by hammerhead sharks when his boat capsized – after being sent to cover the story.

One hammerhead shark was circling him and was within 20 meters of the man
who was believed to have been in the water for 24 hours.

Grant Taylor, a reporter for Australia’s Channel Seven, said he spotted other sharks moving in after flying to cover the story of three missing fishermen off the coast of Leeman – 200 miles north of Perth.

Looking out from his helicopter, he saw the naked man was treading water as a ‘massive’ hammerhead shark circled him.

The man was struggling to swim, said Mr Taylor, and was alternating between treading water and floating on his back.

It is believed the fisherman had been in the water for at least 24 hours after the small boat he and two friends were in had capsized.

The naked man was finally rescued as the sharks moved in on him.

Another of the fishermen was pulled from the water but died in hospital.

It is believed two of the men are brothers in their early 20’s and the third is their uncle, aged 49.

Channel Seven cameraman David Cooper later sent out a message on social media saying he had ‘never experienced anything like that rescue in my life.’

He added: ‘Had both near tears and goosebumps.’

Tropical Wave in Trinidad and Tobago: Floods and mudslides kill 2 in Diego Martin – Published 12 Aug 2012 2128 GMT/UTC

A tropical wave killed two people in Trinidad as it lashed the eastern Caribbean with heavy rains and wind, authorities said Saturday.

The victims died after heavy rainfall unleashed floods and mudslides in Trinidad’s western suburb of Diego Martin, relatives said.

The dead were identified as 66-year-old Solomon Britto and 31-year-old Everold Bentham. Bentham’s sister, Liz Bentham, told reporters that floodwater surged through their community early Saturday and that her mother and sister were able to leave the house.

She said Everold Bentham initially left with them but that he returned to retrieve something from the house and died.

Prime Minister Kamla Persad-Bissessar is visiting the area and is expected to soon provide an update on the deaths and property damage.

Meteorologists had warned of heavy rains this weekend associated with the tropical wave that’s expected to dissipate after passing through the eastern Caribbean.

The U.S. National Hurricane Center said the tropical wave was located about 40 miles east of Barbados and moving west at 25 mph with winds of 35 mph.

The hurricane center cancelled a tropical storm watch for the eastern Caribbean late Saturday morning.

Brazil – Multiple vehicle crash (inc 2 buses) leaves 10 dead, 89 injured – Published 12 Aug 2012 1906 GMT/UTC

Police in southern Brazil say five vehicles have crashed on a highway, leaving 10 people dead and 89 injured.

Highway patrol officers in the state of Parana told the Estado de Sao Paulo newspaper that the initial cause of the Saturday night accident was a collision between a car and a bus.

Officer Claudio Roberto Rafaelli said a motorcycle then collided with the car.

The bus driver lost control of his vehicle and crashed into another oncoming bus.

A pickup truck tried to avoid the pileup and rammed into some bystanders.

The police say they’re investigating the original cause of the crash. Rafaelli says visibility was good at the moment of the accident.

London Fire Commissioner, Ron Dobson, said:

“We’ve not seen a fire of this size in London for several years, it’s certainly a dramatic end to the Olympics for the London Fire Brigade. That said though, we are still able to attend incidents across the capital and the fire cover we’re providing at the Olympic venues has not been affected.

“We’ve got over 200 firefighters from across London working hard under challenging conditions to bring the incident to a close. Fortunately, we’ve not had any reports of injuries at this stage.

“I would like to reassure people that we are still able to attend incidents across the capital and the fire cover we’re providing at the Olympic venues has not been affected.

“At this stage we aren’t sure how the blaze started as our focus is getting the flames under control. Fire crews will remain at the scene for as long as necessary and a thorough investigation will begin once the fire is out in order to establish how it started.”

The Brigade was called at 1315. Firefighters from Dagenham, Barking, East Ham and surrounding stations are at the scene. The cause of the fire is not known at this stage.

Recent tweets from London Fire Brigade:

The wind direction is currently taking the smoke from the #Dagenham fire away from the #Olympic Stadium.
