Typhoon Goni set for landfall over Japan – UK Met Office

24 August 2015 – The very active typhoon season in the Pacific Ocean has continued with intense typhoons Goni and Atsani tracking across the ocean during the last week

Whilst Atsani has stayed out at sea, Goni moved very close to the northern tip of the Philippines before making a sharp turn northwards. The typhoon then passed close to Taiwan before starting to move across the Ryukyu Islands of Japan. On Sunday the eye of Typhoon Goni passed over the island of Ishigaki with wind gusts of over 150 mph being recorded.

Goni is still a powerful typhoon as it accelerates north-eastwards towards south-western parts of mainland Japan. Landfall over Kyushu is expected close to midnight tonight UK time (2300 GMT/UTC) . Wind speeds in excess of 100 mph and heavy rain is expected bringing the risk of structural damage, damaging waves, flooding and landslides.

The latest typhoons are part of an extremely active season for tropical cyclones across the whole Pacific Ocean brought about by the developing strong El Niño. In total there have been 28 tropical storms across the northern Pacific this year which includes 18 typhoons or hurricanes (different names for the same features in the west and east Pacific). 13 of the typhoons or hurricanes have been strong enough to be classified as ‘major’ on the Saffir-Simpson Hurricane Wind Scale.

Meanwhile the Atlantic has been relatively quiet with just four tropical cyclones so far this season. However, in the last few days Danny became the first hurricane of the season and, despite being downgraded to a tropical storm, is bringing windy and wet conditions to the Leeward Islands of the Caribbean.

Official warnings for the latest tropical cyclones in the western North Pacific are produced by the Japan Meteorological Agency. The Met Office routinely supplies predictions of cyclone tracks from its global forecast model to regional meteorological centres worldwide, which are used along with guidance from other models in the production of forecasts and guidance. SYNOPSIS

Most of the Central, SW, S and SE Europe is covered with highly unstable warm and moist tropical air mass with dew points up to 20C. A ridge extending from Azores up to Iberian Peninsula inhibits convection in this region. Strong capping inversions are also present in the Apennine and most of the Balkan Peninsula. Weakening high is places over Black Sea while the numerous troughs are located over British Isles, Scandinavia and N Russia. Jet streak separating polar and tropical air mass is stretching from the N Atlantic trough England, N Germany and Poland up to Russia. Within this jet, a short-wave with thermal low is predicted to provide a good overlap of instability, moisture, lift and wind shear over parts of Germany, Poland and Belarus.

DISCUSSION

…Germany, Poland, Belarus, NW Ukraine…

Particularly severe weather is expected in the afternoon hours within the shortwave that will pass these countries in the forecast period and provide the great source of lifting mechanism. An overlap of SB CAPE exceeding 1000-2000 J/kg and DLS over 20-25 m/s in the large area extending from central Germany up to Poland is expected to produce widespread severe weather. Around noon, convection should start over Germany and most likely in the form of the supercell thunderstorms produce damaging wind gusts and large to very large hail. An increased 0-1km SRH over 100 m2/s2 and LLS exceeding 10 m/s cannot rule out tornado occurrence within these cells. In the afternoon hours CI should also take place in W Poland. Since these cells will form in the highly unstable (1500-2000 J/kg) and strongly sheared environment (DLS ~ 25 m/s, MLS ~ 20 m/s, LLS ~ 15 m/s, 0-3km SRH up to 300 m2/s2) with the support of the QG lift, an organized squall line is likely to form. It is likely that such a squall line will contain bow echos and the wind gusts within these may exceed 33 m/s. The transformation into derecho cannot be ruled out. Level 3 denote the area where according to the current understanding and NWP data the movement of this line is the most probable. However, models are not consistent with the direction of the MCS movement, some of them predicts propagation of the squall line to the Belarus, while some of them shifts the system more to the warm air mass. It is possible that an early-hours convection that will pass through N Poland may provide conditions more conducive for MCS turning more to the S. Due to these uncertainties, both scenarios are partially included in the level 3 area. Although the main threat are damaging wind gusts, conditions in the late afternoon hours (when the relative humidity will drop and thus the LCL) will be conducive for tornadoes, especially in the E Poland. An impressive overlap of 0-1km SRH ~ 400 m2/s2 with LLS ~ 12.5 m/s and CAPE ~ 1000 J/kg may result in a significant tornado event if isolated or embedded supercells will be present. These may be possible in the southern flank of the squall line. Within these storms very large hail is also possible. It is predicted that the MCS will enter Belarus and parts of Ukraine in the late evening hours and weaken, but still will be capable of producing severe wind gusts. If derecho will form, the system may be capable of producing damaging wind gusts also in the late evening hours, therefore level 3 is also extended to the parts of Belarus further east. Extreme values of PW (40-45 mm) may also result in a large precipitation amounts on the track of the MCS.

…parts of UK, Denmark, Netherlands, N Germany, Baltic Sea…

Although models predicts very large DLS over these areas (25-30 m/s) they are not as consistent with thermodynamic instability. Thunderstorms that will form within the short-wave may become supercells and create threat for the large hail and severe wind gusts. However, due to limited thermodynamic instability, limited boundary layers moisture content and rather low-topped convection, such a threat deserves only level 1.

…Germany, Switzerland, N Italy, Austria, Czech Republic, Slovakia, W Hungary, Belarus and NW Ukraine…

Locally enhanced DLS up to 15 m/s with CAPE up to 2000-2500 J/kg and rich boundary layer’s moisture (mixing ratio up to 12-13 g/kg) create threat for multicell and supercell thunderstorms where severe wind gusts and large hail are likely. DMC is forecast to start around noon and the storms should weaken in the late evening hours. In the areas where the storm motion is predicted to be very low (DLS below 10 m/s) excessive precipitation and local flash flooding cannot be ruled out, especially in the NW parts of the Italy.

…S Finland, parts of Russia…

Favorable overlap of DLS around 20 m/s and CAPE up to 400-600 J/kg create threat for supercell thunderstorms and thus severe wind gusts and large hail. Uncertainty related to CI, low thermodynamic instability, limited boundary layer’s moisture content and narrow zone where the CAPE overlaps with the favorable shear makes the threat marginal. The highest threat for the occurrence of severe weather falls on the early afternoon hours.

…NE Spain…

Low-level inflow of impressive rich boundary layer’s moisture content (mixing ratios up to 16-18 g/kg) overlapping with steep lapse rates (~ 7 C/km) locally will enhance CAPE values to 2000-2500 J/kg. If thunderstorms will be able to get through the cap, they may be capable of producing large hail. Since the storm motion in this area is predicted to be very low, given the high moisture content excessive precipitation cannot be ruled out.

At 11 UTC a warm front was located along a line from near Leipzig to Poznan to Warsaw. An MCS / area of convective rain over NE Germany has created an outflow boundary that stretches from Berlin to Leipzig.

Along the warm front distinct surface convergence is taking place and low-level humidity is rather high with 18-21 C observed dew points. With 26-30 C surface temperatures, around 1000 – 1500 J/kg of MLCAPE should already be in place.

The Bayreuth, Lindenberg and Doksany profilers and Poznan radar confirm that 20-25 m/s WSW winds are in place at 3-4 km AGL, implying that strong to very strong wind shear is present.

Storms, probably elevated have formed in the Leipzig area and further south across the Czech Republic. It is expected that these storms will move eastward and become surface based. It is possible that storms will rather rapidly develop into a squall-line and that the wind risk will increase rather quickly.

In addition, more storms may form further to the east along the warm front after 13 UTC. Any isolated storms that manage to form will quickly turn into powerful supercells with a risk of large hail and severe wind gusts.

The high (about 300 m2/s2) SREH and anticipated strengthening low-level shear that is in place along and slightly to the north of the warm front suggests that tornadoes cannot be ruled out. However, in most places, the LCL height is rather high for tornadoes with T/Td spreads around 10 C, limiting this risk. An exception is a small area along the warm front where prior rainfall occurrs before the arrival of storms, cooling and moistening the boundary layer.

Russia (Siberia): Khakassia wildfires leave at least 4 dead, 73 injured. Approx 100 houses in 21 villages on fire – Published 120415 1520z (GMT/UTC)

The government of a Siberian region reports that more than 70 people have been injured by agricultural fires that got out of control and swept through more than 20 towns and villages.

The fires were started by farmers burning the grass in their fields and they spread quickly because of strong winds. The government of Khakassia, a region in southeastern Siberia, has called on all residents to help put out the fires, which on Sunday destroyed 118 homes in 21 towns and villages.

The Defense Ministry and Emergencies Ministry said they were sending aircraft to help fight the fires. The state RIA Novosti news agency, quoting an Emergencies Ministry official, reported that firefighters were hampered by a shortage of water since the reservoirs were still covered with ice.

Two people died and 70 were hurt as a wildfire in Siberia caused by the burning of dry grass threatened villages, Russian officials said Sunday.

“Over 70 people asked for medical help, and two people died” as a fire raged in the Khakassia region of southern Siberia, the regional government said.

The emergency ministry said that they are using a plane, three fire trains and over 5,000 people to control the fire, but that strong winds are making this impossible.

“Over 100 houses in 21 villages are on fire,” the ministry said.

Two people were reported dead although authorities said the toll was “preliminary” until the exact cause of their deaths could be determined.

They called on “residents of the region to battle the fire, which began because of residents themselves after uncontrolled grass burning,” the ministry said on its website.

Spring and autumn burning of dry grass regularly results in massive wildfires that often cause extensive damage to homes and human life.

“(Reuters) – Four people have been killed by wildfires raging though the grasslands of Russia’s Khakassia republic in southern Siberia, the TASS news agency reported on Sunday.

More than 20 villages and towns have been damaged by the fires that have been burning for several days in dry and windy weather, the Emergency Ministry said. Seventy-three people have suffered burns or smoke inhalation.

Two planes and a helicopter have been deployed, along with more than 1,000 firefighters.

Environmental activists say the occurrence of grassland wildfires in Russia has increased in recent years for various reasons, including rising temperatures.

SYNOPSIS

In between of the deep low over the Atlantic and the ridge over Central Europe, strong southerly to southwesterly flow will advect hot airmass characterised by steep mid-level lapse rates from N Africa towards France, Germany and then around the ridge towards Poland. Potentially dangerous situation will evolve over France, BENELUX and NW Germany just ahead of the diffuse, wavy frontal boundary that will remain quasistationary close to French coastline during the most of the day. Another low will slowly dig SE-wards across NW Russia. Moderate to strong NW-ly flow is simulated at its southwestern flank. With prevailing low geopotentials over much of Eastern Europe, so scattered DMC is expected also there, albeit severe threat will be smaller than in case of France / BENELUX.

DISCUSSION

… France towards BENELUX and NW Germany …

Very dangerous setup will develop over the region by the late afternoon hours. With pronounced overlap of low-level moisture and steep mid-tropospheric lapse rates, models agree on the development of high to extreme CAPE values, with Central France towards BENELUX and NW Germany having the highest odds of seeing 3000 J/kg of MLCAPE by the late evening. As 500 hPa winds between 15 to 25 m/s overlap with backed low-level flow thanks to the presence of the surface trough, strong DLS (20-25 m/s) is forecast. By the late evening, with the enhancement of the low-level wind field with deepening trough, SREH values will increase especially over NW France / BENELUX (with values over 300 m2/s2 possible). Such setup will be very conducive for intense supercells / bow-echoes, capable of very large hail and damaging wind gusts. Towards the evening (beyond 18 UTC), as LLS strengthens, tornadoes will become a threat as well, especially if isolated supercells manage to persist into this time frame.

However, models do not simulate any pronounced QG forcing to rapidly reduce CIN. This will, on one hand, allow for CAPE to build-up steadily towards the late afternoon. On the other hand, it is highly questionable how many storms will initiate and where exactly. There is considerable disagreement by individual models. Overnight / morning convection, along with the outflow boundaries laid by these may be crucial in this setup. Current thinking is, that the foci for late afternoon initiation will be NW France, along the surface convergence zone, with storms spreading into BENELUX. It is likely that these storms will be isolated supercells at first, with subsequent clustering resulting in a fast forward propagating bow-echo. Towards the night, Southern to Central France may see convective initiation, with another possiblity of MCS travelling north towards N France.

Level 3 was introduced for the region, where the highest probability of high storm coverage is forecast and where high density of extremely severe events is most likely. With that in mind, any spot in the Level 2 may see extremely severe storms in these highly favourable conditions, provided storms can initiate.

Models show that somewhat warmer, moist airmass should advect over E England as the wave in the frontal boundary propagates towards northwest. However, edge of the EML plume should remain to the east, so that MLCAPE values will stay on the order of hundreds of J/kg. As strong flow ovespreads the region, over 25 m/s of DLS is forecast. All models agree on initiation along the lifting warm wave of the boundary. There will be a potential for isolated supercell development, which would be capable of large hail and severe wind gusts. However, lack of steep mid-level lapse rates may limit the hail threat, so that a high-end Lvl 1 instead of Lvl 2 is issued.

… Poland …

As EML is advected around the ridge towards east, overlap with modest low-level moisture will contribute to the development of moderate instability, with MLCAPE values above 1000 J/kg. Vertical wind shear should be moderate, between 10 to 15 m/s of bulk shear in the 0-6 km layer, increasing NEwards to between 14 and 20 m/s. Some strong multicells (or perhaps even brief supercells) may initiate along the ill-defined warm front with attendant threats of large hail and severe wind gusts.

With the progressing cut-off low, a plume of steep lapse rates will be pushed southeastwards, but still, the extreme eastern part of the forecast area may see some stronger multicells capable of large hail and/or severe wind gusts. Wind shear should be weak to moderate, perhaps limiting the supercell threat (and very large hail risk).

Abundant DMC activity is already ongoing in the morning hours. Most of this activity is likely elevated with risk for large hail in the environment of steep lapse rates. The first cluster is now situated over Belgium moving towards Netherlands. Second one is located over NW France with similar movement direction. As daytime heating continues ahead of these clusters with easterly to southeasterly moist surface flow (dewpoints between 18 and 20 ーC), this activity may eventually become surface-based, especially at the eastern flank of the systems. That would rapidly increase chances for supercellular convection capable of very large hail and damaging wind gusts.

To the east and south of the ongoing convective systems, diurnal heating along with backing low-level flow is observed. Further backing of the low-level flow is forecast as surface pressure falls over Southern France. Current thinking is that despite this early activity, best conditions will still develop by the late afternoon with high CAPE values and strong DLS.

The mayor of Sochi, host of the Winter Olympics, has said there are no gay people in the city.

Anatoly Pakhomov said homosexuals were welcome at the Games – as long as they “respect Russian law” and “don’t impose their habits on others”.

Opposition leader Boris Nemtsov said there were several gay bars in Sochi.

In June 2013, Russia passed a law banning the promotion of “non-traditional” sexuality to under-18s – widely seen as an attack on gay rights.

The controversial new law made providing information on homosexuality to under-18s a crime, punishable by a fine.

Critics say its loose interpretation effectively stops gay rights protests in Russia.

“As far as I know there are several gay clubs in Sochi… how do they survive? Why they are not bankrupt? ”

Anatoly Pakhomov, a member of President Vladimir Putin’s United Russia party, told Panorama that gay people would be welcome at the Games.

“Our hospitality will be extended to everyone who respects the laws of the Russian Federation and doesn’t impose their habits on others”, he said.

But when asked whether gay people had to hide their sexuality in Sochi, the Mayor said: “No, we just say that it is your business, it’s your life. But it’s not accepted here in the Caucasus where we live. We do not have them in our city.”

When challenged, the mayor admitted that he was not certain there were no gay people in Sochi: “I am not sure, but I don’t bloody know them.”

BBC Panorama reporter John Sweeney visited a gay bar in Sochi the night before he interviewed the mayor.

Most people did not want to be filmed and those that did were cautious about what they said.

Drag queen Madame Zhu-Zha said there was a gay community in the city and in other areas of Russia.

“There are very many clubs for gay people in Moscow – in Sochi we have two gay clubs as well. In some places there’s serious prejudice against gay people. In other places it’s not as bad.”

The Sochi 2014 organising committee told BBC Panorama it was working hard to ensure the Games will be remembered for their diversity.

Boris Nemtsov, former Deputy Prime Minister and now a leader of the opposition, said the mayor’s claim was laughable.

“As far as I know there are several gay clubs in Sochi.

“How do they survive? Why they are not bankrupt?”

Last week, President Vladimir Putin said homosexuals would be welcome in Sochi for the Olympics but said, “just leave the children alone”.

“We don’t have a ban on non-traditional sexual relations,” he said. “We have a ban on the propaganda of homosexuality and paedophilia.”

British actor Steven Fry has sparked a fierce debate, asking the International Olympic Committee to move the upcoming Winter Games from Sochi to Vancouver. He even compared Russia’s treatment of homosexuals to Nazi Germany. Was he right?

The subject of Fry’s ire is a controversial law passed in June, which forbids the “promotion of non-traditional relations among minors.” The terms “non-traditional” and “promotion” are open to wide interpretation, with many gay activists in Russia calling the law a potential blanket ban on any manifestations. They also say that police have idly stood by as attacks on homosexuals multiplied on the back of the new legislation.

While the first Olympic boycott dates back to 1936, when over 20 countries withdrew in protest against Nazism, the phenomenon reached its peak in the 1970s and 80s — when four Olympic Games in a row had absentees. The 1980 Moscow Games and the 1984 Los Angeles Games saw rival Socialist and Western blocks withdraw en-masse.

In recent weeks, the International Olympic Committee has negotiated with Russia’s Olympic organizers, saying that it received “assurances” that the law would be suspended for the duration of the Games. A volcano in western Indonesia erupted on Thursday, unleashing a column of dark volcanic material high into the air weeks after villagers were returning home from an earlier eruption, officials said.

The explosion at Mount Sinabung, located in North Sumatra province, shot black ash 3 kilometers (nearly 2 miles) into the air, but there were no reports of injuries or damage, said National Mitigation Agency spokesman Sutopo Purwo Nugroho. He said villages, farms and trees around the 2,600-meter (8,530-foot) -high rumbling volcano were covered in thick gray ash, prompting authorities to evacuate more than 3,300 people. Most were from two villages within 3 kilometers (nearly 2 miles) of the mountain in Karo district. No lava or debris spewed from the volcano, and nearby towns and villages were not in danger, but authorities warned tourists to stay away from the danger zone located 1.5 kilometers (1 mile) from the crater, Nugroho said. Last month, more than 15,000 people were forced to flee when the volcano rumbled to life after being dormant for three years, belching ash and smoke and igniting fires on its slopes. The volcano’s last major eruption in August 2010 killed two people and forced 30,000 others to flee. It caught many scientists off guard because it had been quiet for four centuries. The Peruvian Geophysics Institute (IGP) reports that Ubinas Volcano in Moquegua has once again shown signs of activity.

In early September, Ubinas registered a number of small explosions that initially cause alarm in the local population. However, as a column of potentially dangerous silica ash rose as high as two kilometers into the sky, authorities were forced to declare a State of Emergency in the area. The volcano had been quiet for several weeks, but now it has once again released smoke and ash into the air. Andina news agency reports that the incident occurred on the afternoon of Oct. 22, and lasted approximately two minutes. Equipment used by IGP scientists registered movement inside of the volcano before it released the cloud of smoke and ash. However, the incident is not being described as an eruption, because it lacked the explosive force necessary to categorize it as such. Andina reports that Ubinas Volcano is the most active volcano in Peru, having registered 24 eruptions over five centuries. Prior to the explosions in early September, the volcano had been dormant since 2009. The silica ash released by the volcano in September caused locals to experience medical problems such as headaches, stomach pain, and vomiting.

A new explosive eruption started yesterday night (23 Oct). An ash plume was detected drifting at an estimated 16,000 ft (5 km) altitude and drifting ESE.

At least 1 mm of ash have been deposited in the Nalychevo valley, a natural park between Zhupanovsky and Avachinsky volcanoes. Zhupanovsky volcano lies about 70 km northeast of the capital of Kamchatka, Petropavlovsk-Kamchatsky, and had its last eruption in 1959. It is a complex volcano composed of several overlapping cones aligned on a roughly east-west oriented axis. The new eruption comes from the same vent that has been also the site of all known historical eruptions, located west of the highest point of the volcanic massif.

The campaigns, called Occupy Pedophilyaj and Ocuppy Gerontilyaj, have been launched by former skinhead Maxim Martsinkevich, according to an LGBT rights group.

The Spectrum Human Rights Alliance (SHRA) alleges that the group claims to identify and report paedophiles but instead use it to target teenager who reply to same-sex personal adverts.

The RT-2UTTKh Topol-M (Russian: РТ-2УТТХ Тополь-М, NATO reporting name: SS-27 “Sickle B”[3], other designations: RS-12M1, RS-12M2, RT-2PM2)[4] is one of the most recent intercontinental ballistic missiles to be deployed by Russia (see RS-24), and the first to be developed after the dissolution of the Soviet Union.

In its Russian designation РТ stands for “ракета твердотопливная,” Raketa Tverdotoplivnaya (“solid fuel rocket”), while УТТХ for “улучшенные тактико-технические характеристики,” uluchshenniye taktiko-tekhnicheskie kharakteristiki (“improved tactical and technical characteristics”). “Topol” (тополь) in Russian means “white poplar“. It is designed and produced exclusively by the Moscow Institute of Thermal Technology, and built at the Votkinsk Machine Building Plant.[5][6]

Protesters are arrested after taking to Moscow’s streets following the murder of a Russian man for being gay.

 “Activists defied Russian authorities by holding a gay pride march in Moscow. Officials promised any action would be “thwarted” and made dozens of arrests as protesters gathered outside the Russian Parliament.

But activists ignored the threats and unfurled banners denouncing the Kremlin-backed homophobic legislation in front of Russia’s lower house of parliament.

As police made arrests, some protesters were attacked by Orthodox Christian vigilantes carrying icons and crosses.

The action came after the torture and murder of a young man in Volgograd focused attention on the issue of homophobia in Russia and what human rights groups claim is an increasingly dangerous situation.

Vladislav Tornovoi, 22, was found dead earlier this month in a children’s playground outside the block of flats where he grew up.

He had been stripped, abused (G: raped) with beer bottles, and beaten with a concrete block. His killers then tried to set his body on fire.

The two men arrested for his murder were his friends, one of them has known him since childhood. They had been drinking together that night.

Investigators say one of the men confessed that they had killed him because he told them he was gay.

A police video shows one of the suspects being brought back to the scene and asked to demonstrate, using a mannequin, how he attacked his friend.

When a detective asks him why, he replies: “Because he said he was a fag”.

Mr Tornovoi’s father Andrei told Sky News he had to bury his son in a closed casket – that his injuries were so severe the doctors advised him against viewing his body.

The post-mortem recorded the cause of death as blunt trauma to the head, but also noted serious internal injuries and genital mutilation.

But he refuses to believe his son could possibly have been gay – to suggest otherwise, he told us, dishonours his memory.

“It was a shock when his friends and relatives heard that he was gay. What are you talking about, how can he be gay? He was living a normal life,” he said.

Some of Mr Vladislav’s friends have also insisted that he could not have been gay, that his killers invented his drunken confession to try to justify what they had done, and elicit public sympathy.

One of his former classmates said the suspects have been congratulated on various blogs and Russian websites.

Valeriya Goran explained: “People wrote �less gays – more happiness’, �These guys who killed our Vlad were right’.”

Volgograd is a tough, industrial city, far from the skyscrapers and sports cars of the capital Moscow.

In what was once known as Stalingrad where they are proud of their Soviet history.

The schoolchildren here still take their solemn turn to guard the eternal flame – they are taught that this was where the Red army defied the German onslaught, to secure victory in the Great Patriotic War.

But in modern Russia, their government has decided these children don’t need any education about gay rights.

In order to ‘protect their morality’, the country’s parliament is in the process of passing a federal law that will deem all such information �homosexual propaganda’, and punishable by a hefty fine.

It is unlikely to challenge attitudes in a country where, according to the latest polls, more than three quarters of the population already think homosexuality is either a bad habit, a disease or the result of trauma.

“This is the young man tortured and then killed in a gruesome attack by thugs for being gay.

Vladislav Tornovoi, 23, was attacked by two men in the city of Volgograd, who mutilated his genitals and raped him with a beer bottle.

In an murder which has sparked outrage across Russia and overseas, the young man’s face was smashed with a rock and was then set on fire.

Tornovoi was allegedly killed shortly after coming out as gay to friends during a boozy Victory Day celebration.

Two men  aged 22 and 27-years-old – who were reportedly Tornovoi’s friends, are under arrest on suspicion of killing him.

The first image of Tornovoi comes as gay rights activists condemned the Kremlin by claiming the government is an accomplice in his death for stigmatizing sexual minorities.

Laws which ban “homosexual propaganda” are set to come in to force soon under support from the Duma – the Russian parliament.

Campaigner Nikolai Alexeyev told the Moscow Times: “Political figures have provoked anti-gay sentiment by portraying the gay community as a bunch of freaks,” Alexeyev said. “They are accomplices in the killing.”

Prominent activist Nikolai Bayev also claimed President Vladimir Putin was an “accomplice” in the killing.

Writing on the GayRussia website, Bayev said: “”President Putin, crush the head of Vladislav Tornovoi! Strip him until he’s naked. Break his ribs, beat his face and shove a bottle up his anus. Kill him, he’s just a gay.”

In the wake of Tornovoi’s shocking death, an upcoming gay pride march in the capital city Moscow on May 25, could be dedicated to the young man by organisers.”

Investigators say one of the men confessed that they had killed him because he told them he was gay.

A police video shows one of the suspects being brought back to the scene and asked to demonstrate, using a mannequin, how he attacked his friend.

When a detective asks him why, he replies: Because he said he was a fag.

Mr Tornovois father Andrei told Sky News he had to bury his son in a closed casket that his injuries were so severe the doctors advised him against viewing his body.

Today, over 150 LGBT people and their friends and allies gathered on Marsovo Pole, the “Hyde Park” of St. Petersburg, to commemorate Vladislav Tornovoy and other victims of homophobic hate crimes, making this one of the largest public LGBT demonstration ever in Russia. LGBT activists were joined by members of civil and human rights groups, such as “Soldiers’ mothers”, “Solidarity”, Anti-Discrimination Center Memorial, Yabloko party, and others.

Six bodies found after fire on ship in Japan

“TOKYO Six bodies, suspected to be those of Russian crew members, were found aboard a cargo ship that caught fire on Thursday while anchored in a Japanese port, a coastguard and news reports said.

Fire took hold of the 497-tonne Cambodian-registered freighter, Taigan, which has been in the port of Wakkanai in northern Japan since Tuesday, said an official at the local coastguard office.

A total of 23 Russian and Ukrainian crew members were on the ship, which had transported crabs from a Sakhalin port. Six of them — all Russian — had been unaccounted for, the coastguard said.

“We have found six bodies in the ship and are now identifying them,” the official said, adding that two other crew members were hospitalised for burns but neither was in a life-threatening condition.

Local reports said the six victims were the missing Russian crew members.

Six sailors were found dead after a fire on a foreign freighter docked at a port in Hokkaido, northern Japan.
The sailors are presumed to be Russians.

The incident occurred on the Cambodian-registered ship “Taigan” docked at Wakkanai port.

Authorities were alerted of the fire at around 1:45 AM on Thursday. Firefighters and Japan Coast Guard patrol boats were deployed. The emergency personnel took 11 hours to extinguish the fire.

Firefighters said they found 6 male bodies inside the vessel. Police have yet to confirm their identities, but they believe they are the 6 Russian crew members still unaccounted for.

23 Russian and Ukrainian crewmembers were on board the vessel. Three are being treated at a hospital for burns and other injuries.

Japanese Police are questioning the captain of the ship as part of their investigation.

The freighter entered the port on Tuesday carrying a load of Russian crabs.

Six people were killed on Thursday as a result of a fire that broke out on the ship “Taigan” carrying Russian-Ukrainian crew, which had docked at the Japanese port of Wakkanai. The bodies of those dead were found by rescuers, said the local branch of the Japanese Maritime Safety department.

The fire on the ship, which lasted more than 11 hours has been extinguished. After the start of the fire most of the crew, including the captain left the ship. Three sailors were taken to hospital, their lives are reportedly out of danger. Currently, the Japanese authorities, together with the captain of the ship are investigating into cause of the incident.

The ship “Taigan” with a capacity of 497 tons was docked at Wakkanai on the northernmost Japanese island of Hokkaido on May 14th with the flag of Cambodia flying on its deck. The ship was carrying a load of crabs from the port of Korsakov of Sakhalin Oblast in Russia. Initially the ship had a crew of 14 Russians and 4 Ukrainians on board. “A Russian helicopter carrying nine people including senior rescue service officials as well as almost two tonnes of explosives has crashed in the Irkutsk region of southern Siberia, regional officials said.

 

“The remains of the missing helicopter were found … six kilometres from the village of Preobrazhenka,” the Irkutsk regional emergency situations ministry said in a statement.

 

“There were nine people on board,” it said, listing the region’s acting emergency situations chief, Stanislav Omelyanchik, among those missing along with five other rescue officials and three crew.

 

The helicopter took off from the nearest village Preobrazhenka and was bound for the Nizhnyaya Tunguska river when it stopped responding, the ministry said on its website on Monday.

 

The region’s deputy emergency minister Valentin Nelyubov told the RIA Novosti news agency that the helicopter was carrying 1.9 tonnes of explosives for breaking up ice blocking the river

 

The Preobrazhenka village had been in a state of emergency as water level rose almost nine metres after the ice blocked the water flow and 125 homes were flooded, the regional government said earlier.

 

The helicopter had flown out to take part in a flood rescue operation near the village in the north of the vast Irkutsk region, which is around 5,000 kilometres from Moscow.

 

The wreckage was discovered around 4 1/2 hours after the aircraft disappeared from the radar.

 

The multifunctional Russian-made Mi-8 helicopter is used by the military and by UN peacekeepers.

Despite the St. Petersburg law against “gay propaganda,” dozens of people marched with rainbow flags through the center of the city today. The local LGBT organization Coming Out reported:

May 1st, a true “gay parade” took place at the May Day March in St. Petersburg, Russia.

80-100 people marched down the St. Petersburg historical central avenue, with rainbow flags and slogans such as “No to the shameful homophobic law! Let’s stop the hate and discrimination together!” LGBT made part of the larger Democratic column, consisting of various democratic groups and political parties of St. Petersburg.

Despite attempts by the police to ban deployment of rainbow flags at the beginning of the march, activists were able to pass along the entire route with rainbow flags and banners.

Russia: At least 36 dead in fire in psychiatric hospital nr Moscow, 3 survive (named) – 260413 1150z

At least 38 people have been killed in a fire at a psychiatric hospital on the outskirts of Moscow that housed as many as 41 people, including medical staff.

The fire started around 2:30 am Moscow Time (22:30 GMT) in Psychiatric Hospital 14 in Ramenskoe.By the time fire rescue arrived, the entire one-story building was engulfed in flames. The fire started in a wing for special treatment patients. One nurse managed to escape the blaze, bringing two patients out of the building to safety, where they were found by firefighters. The nurse told reporters that she was woken up by the fire alarm, and ran into the hallway where she saw a chair burning. She remembers seeing a flash. Firefighters found the bodies of 12 dead people, according to ITAR-TASS. Four were found near the exit of the hospital, while eight others were found in the wards.

The hospital had bars on its windows, preventing people from escaping. Most of the bodies were found still in their beds. “The fire started when they were asleep,” a law enforcement source told TASS, adding that people had little chance to escape. “Some of them tried to escape but were poisoned by the products of combustion,” he said. The fire, meanwhile, has now been fully extinguished but the building “burned down almost completely.” “Some windows had bars, some did not,” doctor-in-chief of the facility, Murat Shahov told lifenews. He said that only two patients in the facility could not walk, the rest suffered severe psychological illnesses. “There were patients with acute psychosis, alcoholics and one drug addict. We also had patients with schizophrenia.”

Authorities point to faulty electric wiring and a short circuit as the possible cause. Forty five police have cordoned off the area and are investigating the cause of the fire. Currently there are 120 people working at the site of the tragedy, including 30 pieces of machinery. According to the Ministry of Health 18 ambulances were on site. The Emergencies Ministry has published a list of 41 patients and medical staff who were inside the facility when the fire started (full list in Russian). The patients ranged in age from 20 to 76. The two medical staff listed as “to be verified” are believed to be dead.

Russia’s Investigative Committee has opened a criminal investigation into the fire, reporting that 36 people died, including two nurses. However, the Emergency Ministry has said that 38 died in the blaze.

Authorities have recovered 36 bodies at the scene. “Seven died from carbon monoxide poisoning, while others perished from burns”, Gumennaya said.

Experts have begun to identify the dead bodies at a local hospital, the Emergency Ministry reported.

Rescuers found eight of the dead bodies by the exit inside the psychiatric hospital, suggesting that they were trying to escape but were prevented by the effects of carbon monoxide, RIA Novosti reported, quoting a source close to the investigation. 

Firefighters were delayed getting to the scene because of a closed river crossing – the trip took an hour instead of the expected 20 minutes, local media reported.

A half-meter-long tunnel was discovered dug out under the burned hospital, suggesting that one of the patients may have been planning an escape, according to Interfax.

Investigators reported that the fire started in the hospital’s common room.

“One of the patients who survived the fire told investigators that when he woke up, the blaze had already begun and a couch in a common room was burning. He added that a new patient was recently admitted who suffered from drug addiction and constantly smoked, disregarding safety rules”, Gumennaya added.

Another eyewitnesses described how firefighters could not extinguish the blaze due to a lack of water: śThe first car arrived without water. Then another came – also empty. It was only the third car that had water,ť local resident Yefim Volkov told the media.

Some sources claimed that the patients were unable to escape the building in time because they were sedated by powerful drugs, Korrespondent.net reported.

śThe chief psychiatrist of the hospital told the investigative team that there were special headgear available in case of a fire, but none of them were used,ť an investigator told the media.

One of the firefighters at the scene told reporters that the “building itself was all wooden, which made it easier for the fire to spreadť. 

The Emergencies Ministry has published a list of 41 patients and medical staff who were inside the facility when the fire started (full list in Russian). The patients ranged in age from 20 to 76. The two medical staff listed as śto be verifiedť are believed to be dead.

Fire inspectors made two visits to the hospital in 2012. During the first visit, a number of fire safety violations were found that were later fixed in time for the second inspection in August that same year.

Relatives of those killed in the fire will be paid 500,000 rubles ($16,000) in compensation, RIA Novosti quoted Moscow regional governor Andrey Vorobyov as saying.

Moscow declared April 27 to be a day of mourning for those killed in the psychiatric hospital fire.

Tragic history of fires in medical facilities

Tragic blazes in medical facilities are common in Russia, with at least 18 cases in the past seven years.

Among the most notable was in 2009 in the Russian Republic of Komi, where a blaze in an old people’s home in the region took the lives of 23 people. Only three were saved in the incident.

Two years earlier, a fire in the city of Tula, again in a home for the elderly, resulted in 32 victims. 247 patients, including medical staff were saved.

That same year, in 2007, another inferno in a care home claimed the lives 61 of victims. Only 35 people were saved.

Thousands protest Russia’s anti-gay policies

Russia’s many anti-LGBT initiatives landed Russian President Vladimir Putin in hot water during his visit to the Netherlands and Germany this week. As Euronews reported:

Thousands of people in Amsterdam turned out to demonstrate against a proposed anti-gay propaganda law in Russia, as President Vladimir Putin visited the Dutch capital on Monday.

The draft bill, which still needs a second reading and to be signed by Putin to become law, would see offenders handed a fine of 500,000 roubles (over 12,000 euros).

Euronews correspondent, James Franey said, “The ban on so-called homosexual propaganda is just one step in what gay rights activists have called a state-sponsored witch hunt. Just last year, a Moscow court slapped a 100-year ban on the city’s Gay Pride march. It’s not gone down well with Amsterdam City Hall officials, who have taken an unusual step of protesting against a visiting head of state.”

“Emergencies Ministry stuff are trying to ascertain precise location of crash of unidentified celestial object wrecked near town of Tosno in Leningrad Region.

Local resident was first who had reported about falling of an unidentified flying object from sky. He says this event happened at evening 6 April.

Russias Emergencies Ministry rejected media reports on Sunday that a new meteorite had crashed in the countrys northwest.

 

Some media reports said on Sunday eye-witnesses saw the fall of an unidentified flying object near the town of Tosno in the Leningrad Region.

 

No facts of the fall of a meteorite have been confirmed, the ministrys spokeswoman said.

 

Rescuers from the Emergencies Ministry went to the site of the presumed meteor crash after a call by eye-witnesses but did not find anything, she said.

 

Meteor mania started in Russia in February after a meteorite exploded over the Urals city of Chelyabinsk.

 

The meteorite slammed into the Urals region on February 15, landing with a massive boom that blew out windows and damaged thousands of buildings around Chelyabinsk, injuring 1,200 people in the area. Health officials say 52 people were hospitalized.

 

NASA estimates the meteorite was roughly 15 meters (50 feet) in diameter when it struck the Earth’s atmosphere, travelling faster than the speed of sound, and exploded in a fireball brighter than the sun. The meteor was the largest object to enter the planets atmosphere in 83 years.” –

GayBelarus: Gays in Belarus face reprisals for activism – Updated 160213 2345z

Homosexuality was formally decriminalized in Russia and Belarus with the fall of the Soviet Union in 1991, but anti-gay sentiments still run high in both Slavic countries. In the 21st century in the middle of Europe we are forced to prove to the government that homosexuality is not an illness and not a crime, said Nasta Senyuhovich, a gay activist in Belarus.

She and about 70 other GayBelarus members signed the documents necessary to formally establish the organization and submitted them to the Justice Ministry in January. They did not have to wait long for a response.

Three days later, police burst into a gay night club in the city of Vitebsk and ordered everyone to stand against the wall. With a video camera rolling, the club patrons had to state their name, place of work and sexual orientation, according to Siarhey Androsenka, the 24-year-old leader of GayBelarus, who was in the club at the time.

The Belarusian MFA issued a report last week critical of the human rights performance of 25 countries, including the United States. The delegation of Belarus cited this report at the last meeting of the Permanent Council. The United States welcomes dialogue with other countries and non-governmental organizations regarding the human rights situation in the United States. We urge Belarusian authorities to engage, as well, in a dialogue about human rights within Belarus.

In this context, the United States expresses its deep concern regarding recent incidents in Belarus involving official harassment of lesbian, gay, bisexual, and transgender individuals.

At least four times this year, police have raided clubs frequented by members of the LGBT community in Belarus and briefly detained dozens in Minsk and Vitebsk, most recently on February 8. During one of the raids, police reportedly told the detainees that they were connected with inappropriate activities of the human rights NGO GayBelarus. GayBelarus has been unable to register legally and, following its second attempt to do so in January, police questioned over 60 members of the NGO regarding their activities.

Members of the LGBT community are not alone in facing harassment and intimidation in Belarus. Malady Front activist Uladzimir Yaromenak was sentenced to 12 days in jail on January 24 for violating the conditions of his August 2011 pardon from prison. He originally received a three-year sentence following the December 2010 crackdown.

Political activists and journalists are limited in their freedom of movement. Iryna Khalip reports that local police have told her that, as part of her suspended sentence, she cannot travel freely. Russian investigators opened a probe into suspected violation of safety rules at the mine, the Investigative Committee said in a statement.

Russia coal mine blast kills 18: Interior Ministry

(Reuters) – “An underground methane gas explosion killed up to 18 miners at a coal pit in northern Russia on Monday, the latest in a long line of fatal accidents at Russian collieries.

Rescue workers said they had brought 10 bodies to the surface at the Vorkutinskaya mine, owned by large Russian steel company Severstal, in the icy Komi region and were trying to recover eight other corpses.

About 250 people had been at the pit at the time of the blast, about 800 meters (2,620 feet) below the surface but most had escaped or been rescued, government officials said.

The explosion is likely to renew concerns about safety at Russia’s ageing pits, where accidents are common, often because of such explosions, negligence or a failure to follow safety regulations.

“We need a clear and understandable picture of what happened,” Emergencies Minister Vladimir Puchkov told local officials and rescue workers via a video link-up soon after the explosion.

President Vladimir Putin later told Puchkov to go personally to Komi, about 1,200 km (750 miles) northeast of Moscow, to oversee the rescue and cleanup work and help the victims’ families. Putin also sent his condolences.

The Interior Ministry put the death toll at 18, but the Emergencies Ministry said 16 had been killed and the fate of two others was not known.

Puchkov was quoted by Itar-Tass news agency as saying each of the family’s victims would receive 2 million roubles ($66,400) as compensation.

“I need a clear report on the injured, the condition of their health and what kind of necessary specialized medical help they need. We are sending the appropriate experts from Moscow,” he was shown telling officials on television.

Temperatures sink far below zero in winter in Vorkuta, which was part of the Gulag network of prison camps under Soviet dictator Josef Stalin, who died in 1953.

Putin, whose ratings have fallen following protests against him, will be keen to be seen to act quickly and ensure the explosion is dealt with efficiently.

Critics say he has not always dealt with such disasters quickly in the past and portray Russia as facing economic and political stagnation 13 years after he first rose to power.
