DISCUSSION AND 48-HOUR OUTLOOK

At 400 AM CDT (0900 UTC), the center of Tropical Storm Franklin was
located near latitude 20.4 North, longitude 92.7 West. Franklin is
moving toward the west near 13 mph (20 km/h) and this general motion
is expected to continue for the next 24 to 36 hours. On the
forecast track, the center of Franklin is expected to approach the
coast of eastern Mexico today, then cross the coast in the Mexican
state of Veracruz tonight or early Thursday.

Maximum sustained winds have increased to near 65 mph (100 km/h)
with higher gusts. Additional strengthening is expected, and
Franklin is forecast to become a hurricane later today and reach the
coast of Mexico as a hurricane tonight or early Thursday. Rapid
weakening is expected after landfall in Mexico.

Tropical-storm-force winds extend outward up to 140 miles (220 km)
from the center. The Mexican automated station at Cayo Arenas,
located to the north-northeast of the center, recently reported
sustained winds of 39 mph (63 km/h) and a wind gust of 51 mph
(81 km/h).

The estimated minimum central pressure is 994 mb (29.36 inches).

 

HAZARDS AFFECTING LAND

RAINFALL: Franklin is expected to produce additional rainfall
accumulations of 1 to 3 inches across portions of the Yucatan
Peninsula of Mexico through Monday. Rainfall totals of 4 to 8
inches with isolated maximum amounts of 15 inches are possible
across the Mexican states of Tabasco, northern Veracruz, northern
Puebla, Tlaxacala, Hidalgo, Queretar and eastern San Louis Potosi in
eastern Mexico. These rains will be capable of producing
life-threatening flash floods and mudslides.

WIND: Hurricane conditions are expected to reach the coast within
the Hurricane Warning area by tonight. Winds are expected to first
reach tropical storm strength later today, making outside
preparations difficult or dangerous. Preparations to protect life
and property should be rushed to completion.

Tropical storm conditions are expected across portions of the
Tropical Storm Warning area along the southern shore of the
Bay of Campeche through tonight. Hurricane conditions are
possible within the Hurricane Watch area tonight. Tropical storm
conditions are expected within the Tropical Storm Warning area in
eastern Mexico by this evening.

STORM SURGE: A dangerous storm surge will raise water levels by
as much as 2 to 4 feet above normal tide levels along the
immediate coast near and to the north of where the center makes
landfall in the Hurricane Warning area. Near the coast, the
surge will be accompanied by large and destructive waves.

China: Extreme weather leaves 15 dead, 2 missing across 9 provincial regions 080613 1455z

Torrential downpours in Central China’s Hunan province have left three people dead and one missing, affecting 669,000 people since Thursday, local authorities confirmed on Saturday. (see totals for 9 regions below)

Heavy rain began to affect Hunan on Thursday and continued into Saturday morning, with over 7,390 residents forced to evacuate the worst-hit areas including the cities of Zhangjiajie and Changde, an official at the provincial flood control and drought relief headquarters said.

The rainstorm has triggered landslides in Cili county in Zhangjiajie, killing three local residents and forcing the temporary closure of two provincial highways, according to the official.

The province’s 103 reservoirs have seen the water level brimming over danger marks and the water level of Shimen station on Lishui river recorded a rise of 4.78 meters in one day.

“A bout of heavy rain in south and east China has killed 15 people and left another two missing as of today, according to a statement issued by the National Commission for Disaster Reduction.

Rain started to lash nine provincial regions in southern and eastern China, including the provinces of Anhui, Hubei, Hunan and Jiangxi, on Wednesday, said the statement today.

Hail or rain-triggered floods have affected 4.68 million people and forced the relocation of 62,000 people, toppling 2,500 houses and rendering 21,400 hectares of crops unharvestable, it added.

The disasters caused direct economic losses of 1.7 billion yuan (US$277.16 million), according to the commission.

Nepal: Monsoon landslides in Taplejung and Sindhuli leave 8 dead, 3 injured and 7 missing; Rescue work on-going 060613 1245z

Seven including six members of a family are reportedly killed, and four other are missing when a landslide buried a house at Thukimba-6, Taplejung on Wednesday mid-night.

The deceased are identified as Astha Bahadur Siwa (69), his wife, son Salman Siwa (40), daughter-in-law Manamaya Siwa (36), grandsons Nasiram Siwa and Khagendra Siwa.

Also, 10-year-old Naina Siwa, daughter of Tej Man Siwa got killed in the mud-slide.

It is said that the incessant rainfall in the region caused the land to slide in the house causing the fatalities.

In the meantime, a team of police from Area Police Office, Dovan , Nepal Army, and locals are carrying on the rescue process. Likewise, a team under command of Police Inspector Yam Bahadur Paudel have left to the disaster area which is about a day walk from the district headquarters.

In another incident in the same region at Thukimba-6, Taplejung, three persons got injured when the landslide buried the house of Kuber Singh.

Sukman Siwa is rescued in the critical condition. However, five other survived as they were able to run away when the disaster hit the house.

According to the police, the continuous rainfall in the region has been hindering the rescue process.

Seven members of the same family, including three children, were killed on Thursday when a landslide triggered by heavy monsoon rains buried their house in a remote village in northeastern Nepal, police said.

Police rescuers were sent to the area to search for survivors after part of a hillside above Thumkina village broke away and smashed into two houses below, officials told AFP.

“In total seven people have died,” Anup Narayan Jha, a local police constable, said.

“Four more are missing while two have been seriously injured,” he said adding that the injured were being taken to the nearest health post.

“The downpour started in the evening and stopped only in the middle of the night.”

Jha told AFP that six more police officers were en route to the disaster site, an eight-hour trek from the nearest road.

He said the family lived in a thinly populated village in the rugged highlands of Taplejung district, one of Nepal’s poorest areas, 260 kilometres (160 miles) east of Kathmandu.

Hundreds of people die every year from flooding and landslides during Nepal’s monsoon season, which typically starts in June and ends in September.

Seven members of a family were killed when a landslide buried their houses at Thukima in Taplejung district on Wednesday night. Four persons have gone missing.

The landslide triggered by incessant rainfall buried Asta Bahadur Siwa, 69, his wife, son Salman Siwa, 40, daughter-in-law Manmaya Siwa, 34, and grandchildren Naniran, 14, and Khagendra, 12. The landslide also killed Naina Siwa, 10, daughter of Tej Bahadur Siwa whose family members have gone missing in the mudslide, police said.

Sukamaya Sanwa of Thukima-4 has sustained critical injuries after she was swept away some 50 meters down by the landslide. The injured are undergoing treatment at the local health post.

The landslide swept away the houses of Ashta Bahadur Siwa, Salman Siwa, Tej Bahadur Siwa and Kuber Singh Sanwa.

Local people and police have been carrying out the rescue work in the area.

A team of Nepal Army and Armed Police Force from district headquarters has also been dispatched for rescue work.

A magnitude 6.2 earthquake has struck the island of Taiwan, killing two people and shaking buildings in the capital Taipei, news reports said.

The quake in central Taiwan injured more than 20 people, caused some damage and sent residents running into the streets.

In Mountain Ali in the southern part of the island, a man was killed by a rockslide while driving a car on a mountain road, the Taiwan Fire Agency said in a statement.

TV footage showed landslides, stirring clouds of yellow dust, on other mountains in the area.

Another man was killed by a falling rock when he was working at a farm in Chushan, near the epicentre.

The tremor struck about 35 kilometres (22 miles) east of Nantou County at a depth of 10 kilometres (6 miles).

The US Geological Survey had originally put the magnitude at 6.6 but later downgraded it.

Workers removed fallen rocks and repaired a damaged mountain road in Nantou, allowing more than 100 stranded tourists to pass.

Taiwan television said the quake had triggered a gas explosion in the centre of the island but it gave no details.

Shoppers screamed and ran out of a 12-storey department store that shook violently for nearly a minute, TV stations reported from the central city of Taichung, near the epicentre.

Six high-speed trains halted but services resumed after no damage was found to the line.

The quake also rattled the islands capital of Taipei, about 150 miles (250 kilometres) north of the epicentre.

The house was shaking but nothing fell, said one resident of the city.

Taiwan sits near the so-called ring of fire region of seismic activity around the Pacific Ocean, and is frequently rattled by quakes.

A magnitude-7.6 earthquake in central Taiwan in 1999 killed more than 2,300 people.

“Two people died and 21 others were injured, including 3 severely, in an earthquake that shook Taiwan’s Nantou County on Sunday afternoon, according to the island’s disaster response authorities.

The two deaths were reported in Nantou and the neighboring Chiayi County, the authorities said.

One person is still missing, the authorities said.

Zhang Zhijun, head of the Taiwan Affairs Office of the State Council, on Sunday expressed his sympathy in Kunming to the Taiwan compatriots over the earthquake.

Zhang is in Kunming, capital city of southwest China’s Yunnan Province, to attend a meeting between Yunnan and Taiwan. He also met there with the Kuomintang (KMT) vice chairman John Chiang.

Also on Sunday, the office’s spokeswoman Fan Liqing conveyed condolences to the families of the Taiwanese victims.

She said the mainland’s compatriots are deeply concerned about the earthquake and can feel what the Taiwan compatriots feel.

“We are willing to spare no efforts to offer assistance so long as the Taiwan side has need,” said Fan.

The epicenter of the 6.7-magnitude earthquake was monitored at about 23.9 degrees north latitude and 120.9 degrees east longitude with a depth of 9 km, according to the mainland’s China Earthquake Networks Center.

Taiwan’s earthquake authorities measured it at 6.3 magnitude.

As of 6:16 p.m., four smaller-scale aftershocks had been monitored in Nantou, the island’s meteorological authorities said.

So far, there have been no reports of deaths or injuries among visitors from the mainland, said Man Hongwei, head of the Taipei office of the Association for Tourism Exchange Across the Taiwan Straits.

Cable-car services in Nantou’s Riyuetan (Sun Moon Lake) scenic spot have been halted. But high-speed trains in Taiwan have all restored operations and electricity has been resumed in affected areas, local authorities said.

A 6.1-magnitude earthquake hit Nantou on March 27 this year.

The recent two quakes correlate “a little bit” with a massive earthquake that shook the island nearly 14 years ago, said Lu Pei-ling, an official with the sub-center of Taiwan’s earthquake forecasting center.

The 7.3-magnitude quake on Sept. 21, 1999 was the strongest to hit Taiwan in 100 years and left more than 2,000 people dead.

Lu said there is still a possibility that more quakes will occur in this area in the future.”

Heavy rain, snow and hail brought another round of destruction in Khyber-Pakhtunkhwa (K-P) and the Federally Administrated Tribal Areas (Fata), leaving at least 12 dead and over 25 injured in various incidents across the region.

“COLOMBO, 18 December 2012 (IRIN) – More than 6,000 people have been evacuated following heavy rain and flooding across parts of Sri Lanka, say officials.

The number will likely increase, Pradeep Kodipilli, assistant director of the Sri Lankan Disaster Management Center (DMC), told IRIN on 18 December in Colombo, noting flood warnings remain in effect across 10 of the countrys 25 districts – Galle, Matale, Kandy, Nuwara Eliya, Polonnaruwa, Badulla, Baticaloa, Hambantota, Moneragala and Kurunegala.

In Kurunegala the water level continues to increase and the Sri Lankan Navy has been deployed to conduct rescue operations.

According to DMC, 6,312 persons (1,791 families) are now in 29 evacuation centres, mostly schools and community centres, after being forced from their homes, mainly in the last 24 hours.

To date, some 20,000 people have been affected across six of the countrys nine provinces, DMC reported, with close to 600 homes damaged or destroyed.

Of the nine deaths reported, eight occurred in Matale, central Sri Lanka, the worst affected district.

Access to affected communities, however, has resumed after a number of roads were made impassable due to landslides. We have reached all the affected areas, but rescue operations by the Sri Lankan armed forces are continuing, said Kodipilli.

Rain across the island is expected to continue over the next 24 hours which could result in further landslides over the next couple of days, Sri Lankas Meteorological Department reported.

People should be careful about possible floods, landslides, earth slips and rock falls, said Minister of Disaster Management Mahinda Amaraweera.

Despite torrential rain that killed 16 easing in Sri Lanka on Wednesday, over 175,000 families still remain homeless as towns around the country struggle against floods, an official said here.

Over a hundred navy personnel have been called to distribute supplies and assist police searches for 14 missing people. An estimated 146 houses have been destroyed and 805 more were partially damaged, according to Disaster Management Center spokesman Lal Kumara.

Several roads have also been blocked by felled trees and landslides, prompting the police and army to work round the clock to clear them. Train services are also reported to have been suspended in several parts of the island.

“The 175,886 families displaced by the landslides are housed in 40 camps and they are being provided with cooked food while those returning home are given packages of dry rations,” he said.

The former war-torn eastern province is reported to be particularly hard hit with over 15,000 acres of paddy under water. Ironically the flood in key agricultural regions comes after Sri Lanka suffered for over three months earlier in the year due to drought.

Tropical Wave in Trinidad and Tobago: Floods and mudslides kill 2 in Diego Martin – Published 12 Aug 2012 2128 GMT/UTC

A tropical wave killed two people in Trinidad as it lashed the eastern Caribbean with heavy rains and wind, authorities said Saturday.

The victims died after heavy rainfall unleashed floods and mudslides in Trinidad’s western suburb of Diego Martin, relatives said.

The dead were identified as 66-year-old Solomon Britto and 31-year-old Everold Bentham. Bentham’s sister, Liz Bentham, told reporters that floodwater surged through their community early Saturday and that her mother and sister were able to leave the house.

She said Everold Bentham initially left with them but that he returned to retrieve something from the house and died.

Prime Minister Kamla Persad-Bissessar is visiting the area and is expected to soon provide an update on the deaths and property damage.

Meteorologists had warned of heavy rains this weekend associated with the tropical wave that’s expected to dissipate after passing through the eastern Caribbean.

The U.S. National Hurricane Center said the tropical wave was located about 40 miles east of Barbados and moving west at 25 mph with winds of 35 mph.

The hurricane center cancelled a tropical storm watch for the eastern Caribbean late Saturday morning.

This storm will continue to enhance the Southwest Monsoon (aka. Habagat) across Metro Manila, Southern Tagalog Provinces, rest of Luzon, Bicol Region, Mindoro, and Western Visayas today. Breezy to windy conditions & mostly cloudy conditions w/ occasionally passing rains, thunderstorms & squalls will be expected along the abovementioned areas, especially along the western coast. ‘Gener’ leaves 12 dead

MANILA, Philippines – Rains and strong winds brought about by typhoon “Gener” (international name: Saola) left 12 people dead, the National Disaster Risk Reduction and Management Council said Wednesday.

Death toll from Typhoon Saola has risen to seven. Floods displaced more than 20,000 people.

Still many parts of Manila and outlying provinces were without power.

depicting that ts Saola has made landfall north of fuzhou, China and
is rapidly losing organization. Animated infrared imagery is showing
warming cloud tops and ts 10w is dissipating due to frictional
effects. Ts 10w will continue to rapidly dissipate as it stays over
eastern China for the next 24 hours. This is the final warning on
this system by the joint typhoon wrncen Pearl Harbor hi. The system

Japan: 22 killed, 240,000 evacuated in ongoing Kyushu storms – Published 14 July 2012 1752 GMT/UTC

“Some 240,000 people from about 85,000 households in Kyushu were told to evacuate as storms that have already killed 22 people continued to dump more rain on the region Saturday, local authorities said.

The orders were issued in four of Kyushu’s seven prefectures — Fukuoka, Saga, Kumamoto and Oita. The police, meanwhile, have launched searches for seven missing people in Oita and Kumamoto.

In Fukuoka Prefecture alone, around 190,000 people from 65,000 households were ordered to evacuate, including from the cities of Yanagawa and Miyama. At one point, all residents in Yanagawa were instructed to evacuate, although the order was later lifted in some areas.

In the city of Yame, three people were hit by landslides early Saturday. Two were rescued but an 83-year-old woman was missing, police said.

“I’ve been living here for 60 years, but I’ve never experienced this before,” Yame resident Tsuneo Otsu, 63, said as he tried to push muddy water out of his house.

In Hita, Oita Prefecture, Gov. Katsusada Hirose requested help from the Ground Self-Defense Force as police attempted to verify a report that a vehicle had been swept away.

Meanwhile, the Yamakunigawa River in the city of Nakatsu and the Kagetsugawa River in Hita both overran their banks.

The Meteorological Agency issued warnings for landslides and flooding rivers, saying the heavy downpours could hit parts of northern Kyushu as well.

According to radar data, the town of Soeda in Fukuoka Prefecture was inundated by 90 mm of rain in just an hour through around 5:30 a.m., while Hita received 85 mm of precipitation between roughly 6:15 and 7:15 a.m.

Yame, Ukiha and Chikugo in Fukuoka Prefecture all set new local records with hourly precipitation of 110 mm that ended at about 6:30 a.m.

In Aso, Kumamoto Prefecture, more than 730 mm of rain has fallen since Wednesday, surpassing the city’s average of 570 mm for July.

In the three days through 11:20 a.m. Saturday, cumulative rainfall totaled some 780 mm in Aso, 650 mm in Yame and 600 mm in Hita, with as much as 150 mm more forecast to fall in a 24-hour period ending noon Sunday.

4 dead, 19,00 displaced, 9900 homes destroyed or damaged in China storms

Continuous torrential rain in east China’s Jiangxi Province has left four people dead, it was announced on Wednesday.

By 9 am Wednesday, 18,000 residents who were threatened by floods had been relocated, according to a statement issued by the provincial civil affairs department.

Torrential rain has disrupted life for 543,000 residents in 34 counties, districts and cities of the province, and damaged 33,900 hectares of crops, the statement said.

More than 5,700 houses have been toppled, with another 4,200 seriously damaged, it added.The National Disaster Reduction Commission and the Ministry of Civil Affairs on Monday initiated an emergency response to battle the rain-triggered disaster.

Storms have affected large parts of southern China, bringing landslides.In Shaoguan city of Guangdong Province, which borders Jiangxi, one person was killed and another two were missing after rain-triggered landslides.

Landslides also disrupted traffic on a section of an international highway in Tibet Autonomous Region, and in Shennongjia, a forestry resort in central China’s Hubei Province, although the flow of vehicles had resumed on Wednesday.

9 dead, 3,000 homes flooded & 11000+ evacuated in Haiti & Dominican Republic landslides/flooding – 500,000 people still without homes & more rain soon

Heavy rains drenching the Caribbean island of Hispaniola have caused mudslides and floods that killed up to nine people in Haiti and forced more than 11,000 people to flee their homes in the neighboring Dominican Republic, authorities said Wednesday.

Marie Alta Jean-Baptiste of Haiti’s Civil Protection Office said nine people died in the southern and western parts of the country. The deaths included a 6-year-old child and a woman killed by landslides in the capital of Port-au-Prince and four who drowned in rivers outside the city, she said.

The United Nations Office for the Coordination of Humanitarian Affairs gave a lower toll from three days of heavy storms at the start of the rainy season. It said in a statement that only six people had died since Monday. High water and heavy rain are creating problems for the nearly 500,000 people still without homes in the aftermath of Haiti’s 2010 earthquake. In the Dominican Republic, officials said there had not been any reports of deaths or injuries, but said about 11,150 people had been evacuated from their homes.

Emergency office spokesman Jose Luis German said nearly 3,000 homes were flooded when rivers and streams spilled from their banks in the northern province of Puerto Plata and some central and southeastern towns. He said 23 of the country’s 32 provinces were at risk for flooding in the coming days since rains were forecast to continue for the rest of the week.
